made. He commented that, hopefully, it will not be too much longer before a new City Hall can be
constructed.

. Commissioner Barker stated that the City wouldn't let any other business get by with what the City
is doing, and that everyone else is required to meet a standard. She stated that she would rather see
the City rent better space. Mr. Iserson noted that the possibility of renting was considered.

In response to a question from Commissioner Kumaran, Mr. Iserson stated that, hopefully, a new City
Hall would be constructed in the next seven to eight years. Discussion ensued regarding the factors
involved in the timing, financing, and location of a new City Hall.

Commissioner Wright stated that he felt there is a difference between this application and other
applications the Planning Commission has reviewed for the installation of a modular. He noted that
this structure will definitely be out of view. He also noted that in other situations applications were
not required to even pave the parking lot. He stated that he can support the application.

In response to Chair Cooper's question as to whether the nO-square foot modular would be adequate,
Mr. Higdon commented that the inspectors are only in the office one hour in the morning and one
hour in the evening and that it would provide the amount of work space they require. Chair Cooper
noted that he did not see any real problem with the installation of the modular.

Commissioner Kumaran noted that he is not a fan of temporary structures; however, if there is an
ideal place for a temporary structure, this is the location. He advised that he could support the
application. Commissioner Kumaran asked if the Planning Commission could help or speed up the
process to expedite the process of building a City Hall.

.

Commissioner Barker stated that she doesn't want staff to be crowded and that she wants the City to
get real office space.

A motion was made by Commissioner Wright, seconded by Commissioner Kumaran, approving
Case Z-97-216, subject to the conditions listed in Exhibit "B."

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Kumaran, Lutz, and Wright, and Chair Cooper
Commissioner Barker
None
None

Resolution No. PC 97-80 was entered and adopted as motioned.

Planning Commission Minutes

Page 13

September 10, 1997

.
