PUD.Sl-30-72D. 1st United Service Credit Union <br /> <br />Application for a Planned Unit Development design review approval to construct an <br />approximately 22,000 square foot two-story office building located at 5901 Gibraltar Drive. <br />Zoning for the property is PUD (Planned Unit Development) - I/C-O (Industrial/Commercial- <br />Office) District. <br /> <br />Mr. Iserson presented the staff report, recommending approval of Case PUD-81-30-72D. He reviewed <br />the building setbacks, proposed parking, building design, landscaping, and traffic impacts. He noted <br />that the building meets the Hacienda Business Park design guidelines. He stated that the comer of <br />Gibraltar and Chabot is posted prohibiting U-turns and that the applicant has requested that U-turns <br />be allowed. The City's Traffic Engineer has reviewed this matter, and staff supports the ability to <br />allow U-turns to be made. A new condition would allow the applicant to remove the "No U-Turn" <br />sign, subject to the approval of the Traffic Engineer. <br /> <br />In response to a question from Commissioner Kumaran, Mr. Iserson explained that this particular <br />project would contribute an insignificant (when compared to the City totals) level of traffic that will <br />have no impact on the levels of service. He explained that Hacienda has obligations to help mitigate <br />traffic impacts as they occur and the project is conditioned so that if the West Las Positas interchange <br />does not get built there will have to be a fair share contribution to other mitigation measures. <br /> <br />Chair Cooper asked if staff had a color rendering of the proposed building. Mr. Iserson stated that <br />he believed the applicant has one to present. Chair Cooper stated that he finds it useful to have a <br />color rendering provided with the staff report. <br /> <br />. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Mr. Robert Olson, Facility Design Group, 1290 B Street, #301, Hayward, stated that he is the <br />architect of the project. He presented a color rendering and described the design of the building. He <br />reported that staff has done a good job of working with the applicant and their needs. He noted that <br />several modifications were made to the original application in order to meet the requirements of the <br />Hacienda Business Park and the City. <br /> <br />Mr. Olson requested that consideration be given to revising Condition #20 to allow construction to <br />begin at 7:00 a.m. He noted that the construction hours for the Boehringer Mannheim project has the <br />7:00 a.m. starting time. He also requested that Condition #38 be modified to allow the detail of the <br />automatic fire sprinkler system be submitted at a later time. He noted that occupancy would not be <br />allowed until the system is installed and that it would be difficult to have this information as it runs <br />concurrent with the bid letting. Mr. Iserson noted that it is common to show the sprinkler details on <br />the building plans prior to issuing building permits, and that this would be necessary in order to issue <br />the fire sprinkler permit along with the building permits. Mr. Iserson stated that the applicant's <br />request could be allowed if it was acceptable to the Director of Building Inspection. <br /> <br />Mr. Iserson noted that there are other buildings in Hacienda Business Park for which the construction <br />hours were extended.
