advised that she has visited the location at various times during the day and has not observed parking
to be a problem.

PUBLIC HEARING WAS CLOSED

.

A motion was made by Commissioner Kumaran, seconded by Commissioner Dove, making the
conditional use permit findings, and approving Case UP-97-49, subject to the conditions listed
in Exhibit "B."

ROLL CALL VOTE
A YES: Commissioners Dove, Kumaran, Lutz, and Chair Cooper
NOES: None
ABSENT: Commissioners Barker and Wright
ABSTAIN: None

Resolution No. PC 97-72 was entered and adopted as motioned.

c. UP-97-54!Z-97-203. GTE MobilnetlMatthews Land Comnanv
Application for a conditional use permit and design review approval to allow the construction
and operation of a cellular communications facility involving the addition of a 9' 0" tall
transmission! receiving antenna extension to the existing Cellular One monopole, raising the
monopole's height from 75' 0" to 84' 0", and construction of an approximately 113 square foot
unmanned equipment building located at 3830 Old Santa Rita Road (monopole extension) and
3876 Old Santa Rita Road (equipment building). Zoning for the 3830 Old Santa Rita Road site
is the C-S (Commercial Service) District. Zoning for the 3876 Old Santa Rita Road site is the
PUD (Planned Unit Development) C-S (Commercial Service) District.

.

Mr. Iserson presented the staff report describing the project proposal and noting the history of the
application for this site. He advised that the Planning Commission had approved almost the same
application last June, but this application reflects a different location for the equipment building. He
noted that during the discussions between the applicant and the owner of the original equipment
building property, the approvals had expired.

Mr. Iserson noted that staff feels the extension to the monopole is very minor and that the equipment
building will be basically hidden from view. He noted that the use permit findings can be made and
that staff recommends approval of the project.

In response to a question from Commissioner Dove, Mr. Iserson advised that had the applicant
requested an extension of the previous approvals they would have been granted fairly routinely if
requested prior to expiration of the approvals. He noted that the issue was with the relocation of the
equipment building.

PUBLIC HEARING WAS OPENED

Mr. Jim Gilbert, 5619 Scotts Valley Drive, Sootts Valley, of Matthews Land Company, represented
GTE Mobilnet. Mr. Gilbert stated that he feels the staff report is comprehensive and accurately
describes the project, and requested the Planning Commission's approval.

.

Planning Commission Minutes

Page 3

August 27, 1997
