<br />Marty Wadekamper, 964 Riesling, stated that she is employed in the old (existing) building. She <br />asked about the soils study that will be done on the site. She was advised that the front part of the <br />property has received clearance and that more soil studies will be done on the site. <br /> <br />. <br /> <br />Brent Wilcox for Mary Wilcox, 3988 Stanley Boulevard, commented that the Arroyo is cause for a <br />number of problems for adjacent residents. He stated that he would like to see a gate installed across <br />the EVA to ensure that access to the Arroyo is not allowed until the trail is completed. He also noted <br />that the issue of the grade difference between the top of the railroad R-O- W and homes will need to <br />be addressed later. <br /> <br />Mike Patterson, 4050 Walnut Drive, advised that he has worked with the applicant for the last five <br />months on the proposal. He noted his support for this density for this specific proposa1. He expressed <br />concern about the fire hydrant locations noting that they should not be located in areas that may <br />damage existing trees. He suggested that the locations be approved by an arborist. He asked that the <br />City do a better job monitoring and enforcing the operations currently in existence on this site. <br /> <br />Joanie Fields, 4053 Walnut Drive, expressed concern about the City stating that there are no <br />significant traffic problems in the area, in light of the difficulty with traffic at the Main StreetlRay <br />Street intersection late in the afternoon. She noted that there are a lot of children currently living on <br />Walnut Drive and the traffic issues need to be addressed. She commented that the residents had asked <br />for medium density residential and a park site. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />. <br /> <br />Commissioner Wright suggested that condition #64 be revised to include a statement that the fire <br />hydrants not be located in the dripline of existing trees. <br /> <br />In response to a question from Chair Barker, Mr. Iserson advised that there is no City regulation <br />addressing the hours of operation for residential garbage pick-up. <br /> <br />Commissioner Cooper stated that he can see the rationale for having offices in this area, but he has <br />concerns about high density residential in the Downtown area. He advised that the project is well <br />designed, but he has concerns about the number of units and traffic. He stated that he supports the <br />request to fence the Arroyo. <br /> <br />In response to an inquiry by Chair Barker as to the realignment of the Ray StreetlMain Street <br />intersection, staff advised that Council recently reviewed this issue when the St. Vincent de Paul <br />building was sold and determined not to modify this intersection. <br /> <br />Discussion ensued regarding the traffic and signal operations at the Ray StreetlMain Street <br />intersection. <br /> <br />Commissioner Wright stated that he believes the project is a good compromise and is more than <br />acceptable. <br /> <br />Commissioner Lutz concurred that the project is a good compromise. <br /> <br />. <br /> <br />Planning Commission Minutes <br /> <br />Page 9 <br /> <br />August 13, 1997 <br />
