<br />Commissioner Kumaran stated that he has problems changing the Downtown Specific Plan, noting <br />that he feels the mix of commercial and residential is hazardous at best. He stated that the would <br />prefer maintaining the Commercial and Office use and that he feels the Downtown Specific Plan had <br />a sound purpose to keep this site Commercial and Office. He advised that he does not believe <br />residential is appropriate for this site and he doesn't support mixed use. <br /> <br />. <br /> <br />Commissioner Lutz noted that the Downtown Specific Plan encourages residential and that the current <br />zoning is unacceptable to the neighbors. <br /> <br />Chair Barker noted that while the project is high density it is close to the medium density level. She <br />commented that it is an attractive project and it will be great to have residential Downtown. <br /> <br />A motion was made by Commissioner Wright, seconded by Commissioner Cooper, <br />recommending approval of the draft Negative Declaration prepared for Case SP A-97-02 and <br />PUD-97-08, inasmuch as project approval would have an insignificant adverse affect on the <br />environment; and finding that the project has a de minimis impact on the site's wildlife. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Kumaran, Lutz, and Wright, and Chair Barker <br />None <br />None <br />None <br /> <br />. <br /> <br />Resolution No. PC 97-66 was entered and adopted recommending approval of the draft Negative <br />Declaration prepared for Case SP A-97-02 and PUD-97-08, as motioned. <br /> <br />A motion was made by Commissioner Wright, seconded by Commissioner Cooper, <br />recommending approval of Case SP A-97-02, which directs staff to modify the existing <br />Downtown Specific Plan document according to the changes proposed by the amendment. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Lutz, and Wright, and Chair Barker <br />Commissioner Kumaran <br />None <br />None <br /> <br />Resolution No. PC 97-67 was entered and adopted recommending approval of Case SP A-97-02, <br />as motioned. <br /> <br />A motion was made by Commissioner Wright, seconded by Commissioner Cooper, finding the <br />PUD rezoning, proposed land uses, and development plan are consistent with the General Plan <br />and the purposes of the PUD ordinance, and recommending approval of Case PUD-97-08, <br />subject to the conditions listed in Exhibit "B" and staff's memo dated August 13, 1997, with <br />the following modification: <br /> <br />. <br /> <br />Page 10 <br /> <br />August 13, 1997 <br /> <br />Planning Commission Minutes <br />
