He expressed <br />his concern regarding the impact on the existing residential neighbors during the construction of the <br />project. Mr. Taggarsi advised that dust control measures would be used, as well as adherence to the <br />approved construction hours. <br /> <br />Commissioner Wright asked if the project would be sold off once it is constructed. Mr. Taggarsi <br />advised that the company usually holds it projects for a long-term and that there are serious tax <br />implications for selling before four years. <br /> <br />In response to Commissioner Cooper's inquiry regarding security during construction, Mr. Taggarsi <br />advised that the area will be fenced and that they will have a roving security service, especially when <br />building materials are on the site. Commissioner Cooper advised that this situation creates an <br />attractive nuisance for children to hang around, and that he would like to see more than a fence. Mr. <br />Taggarsi stated that he would be happy to address this with staff. <br /> <br />Commissioner Cooper commented on the harmful effects of ultra-fine dust and noted that he would <br />like to see dust monitoring during the construction phase. Mr. Taggarsi stated that in addition to the <br />standard construction practices he would work with staff to determine any additional ways of <br />addressing this problem. Mr. Sweeney suggested that a program could be developed and adopted to <br />monitor construction activities City-wide. He noted that since the project would not begin <br />construction until 1998, there is time to develop such a program. <br /> <br />. <br /> <br />Commissioner Kumaran questioned the fiscal impact study results in light of the fee waiver. Mr. <br />Sweeney noted that 25% of the units are reserved for affordable rents for 35 years. He noted that any <br />applicant building this project elsewhere in Pleasanton would make this same request for the waiver <br />of this fee. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />E.J. Saucier, 5216 Genovesio Drive, stated that he supports the proposed project and the neighborhood <br />park. He noted that the project has a lower density than the previously approved plan. He advised <br />that if there is a way of monitoring dust and noise other than visual, he would like to hear about it. <br />He commented that he feels that voicing concerns is the best way to have such situations addressed. <br /> <br />Craig Taylor, 5157 Genovesio Drive, commented that he appreciates the involvement the developer <br />has had with residents and he is in very much support of the project. <br /> <br />Robin Taylor, 5124 Genovesio Drive, advised that he is in favor of the project and is looking forward <br />to accelerating the schedule for the park, in that he is concerned about children playing in the streets. <br /> <br />Angelina Summers, 4750 Sutter Gate Avenue, stated that she has always opposed homes in Hacienda <br />Business Park. She noted that she would prefer it if Signature would purchase Lot 60 and that the <br />housing go with the flow of the single-family homes in the area.
