MATIERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. PUD-81-30-71D. Security Capital Pacific TrustlPrudential <br />Application for PUD development plan approval for a 540-unit apartment complex including <br />a three-acre public park to be located on an approximately 26.4 acre site (Lot 60, Hacienda <br />Business Park) generally located south of the intersection of Hacienda and Owens Drives. <br />Zoning for the property is PUD (Planned Unit Development) -HDR (High Density Residential) <br />District. A representative from the Affordable Housing Commission will be addressing this <br />item. <br /> <br />. <br /> <br />Mr. Iserson presented the staff report recommending approval of Case PUD-81-30-7ID, subject to the <br />conditions of the staff report and staff s memo distributed to the Planning Commission this evening. <br />Mr. Iserson provided background on the site, describing the rezoning of the site and previous <br />approvals. He also noted the development of the surrounding properties. He gave an overview of <br />the proposed 540-unit apartment project and the park dedication. He reviewed specifics regarding the <br />design of the project, traffic analysis, the provisions for the development of park land, and the <br />affordable housing component, as well as the waiver request. <br /> <br />Mr. Iserson advised that conditions of approval requested by Council regarding the West Las Positas <br />interchange have been included for this project. He noted that some of these conditions more <br />appropriately address commercial development, and that the Planning Commission may wish to delete <br />the condition regarding TSM requirements and modifying the traffic mitigation condition such that <br />it would only apply if the City Council determined that residentially developed properties would be <br />included in traffic mitigations. <br /> <br />Mr. Iserson reported that the Park and Recreation Commission determined that the 3.0 acre park, <br />combined with the 6.6 acre park, fulfills the neighborhood park needs of the area. <br /> <br />Mr. Iserson noted that a fiscal impact analysis was completed for the project, in accordance with a <br />provision of the General Plan. The report completed by Bay Area Economics indicates a slight <br />positive fiscal impact. <br /> <br />Commissioner Cooper expressed concern about the left turns at the section where the median strip is <br />open at the intersection of Hacienda and Owens and the safety of that in its proximity to the traffic <br />light at Hacienda and Owens and the velocity of traffic flow in that area. He compared this to the <br />situation at California Reflections where it was determined that there was a potential safety problem <br />. and asked why this is perceived as being different.
