Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The new Council conducted its first meeting pertaining to the Draft Bernal Property Phase II <br />Specific Plan on January 4, 2005. The Council first received a status report on the Bernal <br />planning process. It then received a consultant presentation regarding five alternative site plan <br />concepts (Attachment 2) for the "Central Area" of the Phase II Plan. After receiving public <br />input the Council discussed the five alternatives and requested that staff prepare the following <br />information: <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br />(4) <br /> <br />A comparative traffic summary for the alternative Valley Avenue and Bernal <br />Avenue Cultural Arts Center (CAC) site locations (Attachment 2, Alternatives A <br />and B). <br />A comparative summary noise analysis for the alternative Valley Avenue and <br />Bemal Avenue CAC site locations (Attachment 2, Alternatives A and B). <br />Background information pertaining to permeable pavement materials. <br />Distribution of the updated Bernal Property environmental overlay maps. <br /> <br />After the Council discussed the five alternatives and requested additional information, it <br />continued this item to the February 1, 2005 meeting. Staff and consultants have since compiled <br />the requested information into the following report, and will be prepared to present these items <br />at the upcoming Council meeting and take Council direction with regard to the five alternative <br />site plans. <br /> <br />The five alternatives were developed by City staff and consultants by merging the MDF design <br />competition concept with prior input provided by the Council, City commissions, Community <br />Park Task Force, community, and staff. After the Council narrows the alternatives, workshops <br />regarding the resulting Unified Conceptual Plan are planned to be conducted by the Civic Arts, <br />Youth, Parks and Recreation, and Planning Commissions and then by the City Council. This <br />step in the planning process is scheduled to conclude in May with the completion of the Draft <br />Phase II Specific Plan update by staff, and with the Council providing direction to proceed with <br />the preparation of the appropriate environmental documents and formal public hearing process. <br /> <br />During the public hearing process that follows, the updated Draft Specific Plan will first be <br />subject to review and comment by various City commissions. This will be followed by public <br />hearings on the Draft Plan and environmental documents by the Planning Commission and <br />Council. Following Council approval, the Specific Plan will be subject to ratification by a vote <br />of the citizens. <br /> <br />SR 05:028 Page 2 <br /> <br /> <br />
