NEW INFORMATION <br /> <br />At the January 4, 2005 meeting, the Council requested that City staff and consultants provide <br />additional project information regarding: (1) CAC comparative traffic summary, (2) CAC <br />comparative noise summary, (3) permeable pavement materials, and (4) environmental overlay <br />maps. The staff/consultant follow-up to these requests is presented below. <br /> <br />1. Comparative Traffic Summary, <br /> <br />At the January 4 meeting, the Council requested the preparation of a traffic comparison <br />between the Valley Avenue and Bemal Avenue alternative site locations for the CAC. Staff <br />and consultants have since compiled the following information to assist the Council in <br />understanding the conceptual traffic pattern differences between these two sites. Conclusions <br />are based solely upon preliminary planning data. The Phase II Specific Plan Environmental <br />Impact Report will include a technical traffic analysis that examines the impacts and <br />mitigations relating to the ultimate preferred site location as well as alternative locations. <br /> <br />Alternative Site Locations - The Valley Avenue site is situated between Valley Avenue <br />and 1-680, immediately south of the Phase I office area (Attachment-2, Alternative A). <br />Primary vehicular access is off Valley Avenue. Secondary access is off Laguna Creek <br />Lane. In addition, assuming the possible consent of the Phase I office landowner, it may <br />be possible to extend a driveway or street from the Arts Center parking lot north through <br />the office area to Bernal Avenue opposite the signalized Bernal Corporate Park street <br />entry. This would provide additional access as recommended by the Civic Arts <br />Commission at its December 6, 2004 meeting. <br /> <br />The Bemal Avenue site is located just south of Bernal Avenue between the proposed <br />community park to the east and open space and housing to the west (Attachment 2, <br />Alternative B). Primary vehicular access is provided by a signalized driveway <br />connection to Bernal Avenue. This driveway aligns with the western driveway to the <br />Fairgrounds paved parking lot on the north side of Bernal Avenue. Indirect vehicular <br />access would also be extended east near the signalized intersection of Bernal Avenue <br />and Pleasanton Avenue, and south to the extension of Pleasanton Avenue near Valley <br />Avenue. <br /> <br />Arts Facility Use Characteristics - For the purpose of the following study, traffic <br />volumes and directional patterns were considered for both alternative site locations, <br />assuming future development of the various cultural arts facilities that are listed in the <br />current Draft Phase II Specific Plan and which were used in the recent design <br />competition.
