7. MATTERS INITIATED BY COMMISSION MEMBERS
Chair Barker asked that a "bullet" be added under this section on future agenda as a reminder that
an item regarding "design review" will be scheduled.

Commissioner Cooper advised that he read in the "Independent" newspaper that there will be a three-
month delay on the train station at the Fairgrounds because Alameda County did not file its grant
application. He commented that this may give the City more time to look for an alternative location
for the station.

Commissioner Wright advised that the trees in the median divider along Hopyard Road between
Coronado and Inglewood have lost all of their leaves. Mr. Swift noted that some of these trees are
to be removed to allow a left-turn pocket. He will refer this item to the City's landscape architect
to determine if there is a problem with the trees.

Commissioner Wright reported that travelling eastbound on Stoneridge Drive, east of 1-680, in the
slow lane, near Johnson Drive, the pavement has settled around a manhole cover. This matter will
be reported to the appropriate City department.

Commissioner Cooper inquired as to the time frame for installation of the bridge on First Street that
will cross the Arroyo Mocho and as to the plans for access to trails, noting that the gate near the W.
Las Positas overpass is locked. Mr. Swift advised that the bridge should be completed by this
summer. He commented that he is not sure of the locations for access, but that the City will be
looking at trying to open various access locations. Commissioner Cooper suggested looking at an
opening near the Bernal Avenue Bridge where the service road comes out on Bernal Avenue.

Chair Barker asked if a condition was in place which required that Vineyard Avenue be rebuilt after
it was used for a haul route. Mr. Swift advised that this was not required, but recognizes the need
to rebuild a large portion of this street.

Chair Barker advised that she will be attending the Livermore Planning Commission meeting on
July 8.

Chair Baker reported that she had received a copy of a letter from Jennifer Hosterman regarding the
Draft Negative Declaration for the First Street Bridge at Arroyo del Valle. Mr. Swift stated that the
Negative Declaration will be scheduled for approval by the City Council.

8. MATTERS FOR COMMISSION'S REVIEW

a. Future Planninl! Calendar

Mr. Swift advised that there are no public hearings scheduled for the July 9 meeting. He noted that
consideration could be given to holding a workshop for such items as the CEQA process, operation
of meetings, etc., on that date; however there may not be sufficient time to prepare for a workshop.
Commissioner Kumaran noted that he would look forward to any workshops that might be provided.
Chair Barker advised that she has received information about an American Planning Association
workshop scheduled by the California Chapter in Monterey which may be of interest to
Commissioner Kumaran.

Page 9

June 25, 1997

Planning Commission Minutes

_._-----~-_.._._--
