<br />Commissioner Cooper and Chair Barker noted that their "no" votes were due to the issue regarding <br />the location of the entrance of the project, and that they are in agreement with the Planning <br />Commission's other recommendations. <br /> <br />The Planning Commission reordered the agenda placing the item regarding the "Capital Improvement <br />Program," at the end of the public hearing items. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. PUD-80-16-10MIPUD-80-16-17D. Providian BanCorp <br />Application to modify the approved PUD Development Plan for the Providian BanCorp <br />development to increase the allowed floor area for its fifth, unbuilt building from 40,000 square <br />feet to approximately 57,461 square feet and for design review approval for the building <br />expansion. Thc Providian BanCorp development is located at the intersection of Franklin Drive <br />and Johnson Drive in the Signature Center Business Park. Zoning for the property is PUD <br />(Planned Unit Development) - I/C-O (Industrial-Commercial-Office) District. <br /> <br />Mr. Iserson presented the staff report recommending approval of Case PUD-80-16-10M and <br />PUD-80-16-l7D, subject to the conditions of the staff report. He noted that this is a previously <br />approved building and that the modification is for an increase in size and a negligible, six parking <br />space decrease in the number of parking spaces. He noted that a higher trip-generation rate was used <br />for the traffic analysis. He commented on Providian's commitment to its TSM program and discussed <br />some of the measures Providian is implementing. He reported that staff had no issues regarding the <br />building design. <br /> <br />Commissioner Cooper asked if any civic art is planned. Mr. Iserson advised that this was addressed <br />in the previous approval. The applicant will continue to work with staff in this area. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Robert Giannini, DES Architects, 399 Bradford Street, Redwood City, represented the application. <br />He noted that he has reviewed the staff report and is in agreement with all of the conditions of <br />approval. He presented a sample of the building colors approved at a previous meeting. <br /> <br />Chair Barker asked Christopher Kinzel of TJKM to comment on the middle school proposed for the <br />Hacienda Business Park. Mr. Kinzel advised that the traffic model assumes the proposed school. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright stated that he likes the design of the building, but doesn't care for the colors. <br /> <br />Chair Barker noted that she had an opportunity to visit the existing buildings and noticed a problem <br />with adequate parking, but in that they are already providing a higher ratio of parking than the Code <br />requires, she does see any justification for asking for additional parking. <br /> <br />Commissioner Cooper noted his support for the project. <br /> <br />Planning Commission Minutes <br /> <br />Page 8 <br /> <br />June 11, ] 997 <br />
