<br />Chair Barker asked staff to research and prepare a staff report regarding the reinstatement of a design <br />review committee. Discussion ensued regarding the history and functions of the City's previous <br />Design Review Board and the disbandment of this body. <br /> <br />A motion was made by Chair Barker, seconded by Commissioner Kumaran, requesting staff <br />to investigate what it would take to get a design review commission and to research and report <br />on what is happening in surrounding areas. <br /> <br />Commissioner Cooper stated that he feels this would be one more layer of the approval process, and <br />that it would be more appropriate to take additional time in reviewing projects if it is needed. <br />Commissioner Kumaran commented that he is sensitive to staffs time, but he feels it would not hurt <br />to look at other alternatives and would like to see the information. <br /> <br />Chair Barker stated that there are a lot of people who would like to get involved in the City's <br />planning and that this would provide an opportunity for involvement. <br /> <br />Commissioner Wright stated that the design review process will take more staff time and the Planning <br />Commission would still have to consider the recommendations. <br /> <br />Commissioner Lutz stated that he feels some type of report would be worthwhile. He noted that he <br />feels Mr. Cannon's advise is helpful. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kumaran and Lutz, and Chair Barker <br />Commissioners Cooper and Wright <br />None <br />None <br /> <br />The motion carried. <br /> <br />In response to Chair Barker's inquiry as to what the School District would have to do to develop a <br />residential proj ect on the Donlon soccer field, Mr. Beougher stated that they would have to go through <br />the City's approval process. <br /> <br />Commissioner Lutz noted that at a recent City Council meeting, Stan Erickson mentioned the need <br />for economic analysis of future development had been omitted from the General Plan, and Mr. Swift <br />advised that this was an oversight and it was excluded from the General Plan. Commissioner Lutz <br />stated that this was not retained in the General Plan. Staff will research this matter. <br /> <br />Commissioner Dove commented on the outdoor dining areas on Main Street encroaching into the <br />sidewalk areas and causing potentially dangerous situations near the tree grates. Mr. Iserson noted <br />that outdoor dining areas are required to provide four feet between the tree wells and the fenced areas. <br />Mr. Higdon advised that he will look into this situation. <br /> <br />Planning Commission Minutes <br /> <br />Page 16 <br /> <br />June 11, 1997 <br />
