Chair Barker noted that she felt the CIP included a lot of street maintenance. She stated that perhaps
the City needed to get better warranties from the developers. Mr. Beougher noted that the
Subdivision Map Act limits guarantees to one year. Mr. Higdon reported on the slurry seal program
and the pavement monitoring program for the City streets.

Chair Barker noted her support for the $2 million for parks.

Commissioner Wright commended staff on the document, noting that it is easier to read.

Commissioner Lutz stated that he feels the CIP is consistent with the General Plan, and it reflects
a lot of thought and planning.

Chair Barker stated if the commuter train is wildly successful, consideration should be given to
funding a station next year.

Commissioner Dove noted that the paving of the Southern Pacific right-of-Way behind the Better
Homes Realty location is not following the General Plan, in that there is no provision for the trail.
Mr. Higdon responded that this area is a temporary parking area and it is being done for a minimal
cost. Jerry Iserson noted that the use of these areas for parking does not necessarily preclude the
installation of a trail, as landscaping and other amenities can be used to accomplish this.

A motion was made by Commissioner Kumaran, seconded by Commissioner Wright, finding
that the Capital Improvement Program is consistent with the General Plan and recommending
as priorities for funding those projects identified in the Program to the City Council.

~

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Cooper, Kumaran, Lutz, and Wright, and Chair Barker
None
None
None

Resolution No. PC 97-54 was entered and adopted as motioned.

7. It was noted that the Shadow
Cliff water slides are not raised above the ground and they are located in an EBRPD facility.

Commissioner Kumaran expressed concern about the cut -through traffic getting off of 1-680 at
Stoneridge and using Hacienda to access 1-580. Mr. Beougher advised that there is nothing the City
can do about this and that we are still operating at appropriate LOS levels.

Planning Commission Minutes

Page 15

June 11, 1997
