<br />Commissioner Wright commented that he felt the Planning Commission was doing its job by <br />requiring that the modulars look like adjacent buildings. <br /> <br />~ <br /> <br />Commissioner Cooper noted that the modulars are temporary and the Overlay District did not prevent <br />them from being installed. He stated that he did not feel they would be losing much by deleting the <br />requirements of the Overlay District. <br /> <br />Commissioner Lutz stated that he supports the efforts to streamline the process. <br /> <br />In response to Commissioner Kumaran's question, Mr. Iserson confirmed that the Planning <br />Commission will continue to review these items, but that projects will not have to go to the City <br />Council unless they are appealed. <br /> <br />A motion was made by Commissioner Lutz, seconded by Commissioner Wright, recommending <br />approval of the draft ordinance, Exhibit "A," as presented in the staff report for Case <br />RZ-97-03. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Kumaran, Lutz, and Wright <br />NOES: Chair Barker <br />ABSENT: None <br />ABSTAIN: None <br /> <br />r- <br /> <br />Resolution No. PC 97-53 was entered and adopted recommending approval of Case RZ-97-03, <br />as motioned. <br /> <br />Chair Barker noted that she voted "no" because the City Council should be part of the approval <br />process for modulars in the Civic Overlay District. <br /> <br />b. Caoital Imorovement Prol!I"am <br />Review of the Five-Year (1997-98 through 2001-02) Capital Improvement Program and <br />consideration of conformity with the General Plan. <br /> <br />This item was presented at the May 28, 1997, Planning Commission meeting, at which time public <br />testimony was taken. Following discussion of this item the Planning Commission continued the item <br />to this evening's meeting, for the Commission's input and comments. Mr. Bocian advised that the <br />Capital Improvement Program was discussed at the Council's June 5 workshop. <br /> <br />In response to Commissioner Cooper's question as to why there was a dramatic reduction in revenues <br />of parks, Mr. Bocian advised that there had been no new development contributing park fees. <br /> <br />Commissioner Kumaran stated that he has no concerns with the Capital Improvement Program and <br />feels it follows the General Plan. <br /> <br />Commissioner Cooper asked if the flooding problem at Pleasanton Gardens mentioned by Mr. Fielder <br />at the last meeting should be addressed sooner.
