<br />PUBLIC HEARING WAS OPENED <br /> <br />James Paxson. General Manager of the Hacienda Owners Association, 3825 Hopyard Road, Suite <br />119, represented the application. Mr. Paxson advised that it is not the Owners Association's intent <br />to restrict the City from monitoring. They would like to eliminate the baseline monitoring, but <br />agrees with the necessity to monitor on a site-specific/project-specific basis. He advised that he is <br />in agreement with the staff report. <br /> <br />Mr. Paxson referred to his memorandum dated May 29, 1997, providing information regarding the <br />monitoring programs, as well as the costs of the programs. <br /> <br />Commissioner Kumaran inquired as to the motivation for requesting the elimination of the programs. <br />Mr. Paxson advised that cost is one consideration, noting that during the past fifteen years the costs <br />of the programs has been approximately one million dollars. He noted that while there has been <br />value to the monitoring, there is nothing to indicate that the Park would be seeing the type of uses <br />that necessitates this type of monitoring. <br /> <br />Chair Barker asked how many residents are currently living in Hacienda Business Park. Mr. Paxson <br />indicated that he was unsure of the number of residents. Chair Barker expressed concern regarding <br />the use of residential fireplaces as one of the biggest pollutants. <br /> <br />Commissioner Cooper asked if the meteorologist station monitored carbon monoxide. Mr. Paxson <br />advised that the carbon monoxide station is separate. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright stated that he concurs with staff. He feels that the information that is being <br />accumulated is not going anywhere. <br /> <br />Commissioner Cooper advised that he felt the water monitoring could be handled by Zone 7 and the <br />noise monitoring was a moot point. He stated that he felt the air quality analysis monitoring should <br />be maintained with consideration being given to mitigating the cost. He suggested that consideration <br />be given to conducting the monitoring less frequently. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />Mr. Paxson stated that it may be more appropriate to conduct the monitoring on a seasonal basis. <br />He noted that site-specific monitoring could be done as needed. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Cooper expressed concern regarding pollutants associated with traffic, noting that <br />while the air quality monitoring program is the most expensive, he could not support totally <br />eliminating the program. <br /> <br />Chair Barker indicated that she was concerned with the impacts of future residential development and <br />she feels there is a need to continue to monitor. <br /> <br />Planning Commission Minutes <br /> <br />Page 8 <br /> <br />May 28, 1997 <br />
