<br />Commissioner Wright reiterated his opinion that information currently being acquired is not being <br />used and that the results are well within the stated parameters. <br /> <br />~ <br /> <br />Commissioner Cooper stated that he feels the commitment to conduct the monitoring was a contract <br />with the City and he stills sees an advantage to having this data. He commented that if the Business <br />Park was closer to buildout, he would be more sympathetic. <br /> <br />Commissioner Kumaran stated that he is concerned that the Park is only at 80% buildout and with <br />the uncertainty of what the remaining 20% will be. He advised that he feels it is unnecessary to <br />continue the noise monitoring, but is reluctant to suspend the air and water quality monitoring. <br /> <br />In response to Chair Barker's question, it was confirmed that Zone 7 would be assuming <br />responsibility for selected wells. <br /> <br />Commissioner Dove stated that it is reasonable to assume that there is no need to continue the <br />monitoring of noise and air quality. He suggested that consideration be given to having BART <br />provide financial support for the air quality monitoring. He felt the conditions could be reworded <br />to require the monitoring to be reactivated should extenuating circumstances deem it necessary. <br /> <br />Commissioner Cooper suggested that air monitoring continue for two or three more years until the <br />Park is closer to buildout. <br /> <br />Chair Barker asked if the City has an enviromnental monitoring committee to review this type of <br />information. Mr. Iserson advised that the enviromnental monitoring committee was disbanded <br />several years ago. Chair Barker indicated that there may be a need to reinstate the committee. <br /> <br />Commissioner Lutz stated that he felt there was no need to continue the noise monitoring program <br />and that he was comfortable with the monitoring Zone 7 would be doing on the water quality. He <br />suggested that further study should be given to finding a way to reduce the cost of the air quality <br />monitoring; perhaps through a local college with an enviromnental program. He advised that he feels <br />it would be regrettable to lose this string of data. <br /> <br />Chair Barker advised that Mr. Paxson should come in with a proposal for a reduced air monitoring <br />program. <br /> <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Wright, <br />recommending approval of the draft Negative Declaration prepared for Case PUD-81-30-38M <br />and PUD-85-8-15M. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Kumaran, Lutz, Wright and Chair Barker <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC 97-48 was entered and adopted recommending approval of the draft Negative <br />Declaration prepared for Case PUD-81-30-38M and PUD-85-8-15M. <br /> <br />Planning Commission Minutes <br /> <br />Page 9 <br /> <br />May 28, 1997 <br />
