MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Wright reported that the Leather for Less business has had a giant cow <br />structure on the grass area along Santa Rita Road for the last three weekends. Mr. Iserson <br /> <br />advised that he would refer this to Code Enforcement. <br /> <br />Commissioner Lutz expressed concern regarding the traffic at the Meadowlark Dairy <br />especially during after school hours. He noted that the cars sometime block Neal back to <br />Main Street. Mr. Higdon advised that he would refer this item to Mr. van Gelder. <br /> <br />8. MATTERS FOR COMMISSION'S REVIEW <br /> <br />a. Future Planninl! Calendar <br /> <br />Chair Barker reminded staff of the Commission's request for an overview on the trail system. <br />Mr. Iserson noted that staff has not had an opportunity to prepare this item due to the work <br />overload. <br /> <br />b. Haoov Vallev Golf Course Goals and Conceots <br /> <br />Mr. Higdon provided an update on the development of the Happy Valley Golf Course. He <br />advised that three property owners in the Happy Valley area have entered into an <br />Memorandum of Understanding with the City for the acquisition of property for the golf <br />course. Staff is currently preparing a plan for the annexation of the Happy Valley area. <br /> <br />Mr. Higdon described the collector route through the North Sycamore Specific Plan area, the <br />proposed access to the Happy Valley area, and the traffic circulation plan within the Happy <br />Valley area. He noted that the projected date for the opening of the golf course is in the year <br />2000. <br /> <br />An EIR consultant has been hired to prepare the environmental documents. A golf course <br />committee has been formed. Six golf course architects are preparing proposals for <br />consideration. <br /> <br />Mr. Higdon advised that the golf course design would accommodate 24-34 new home sites <br />or 27-37 home sites, depending on the golf course design and layout. <br /> <br />Mr. Higdon presented the goals and concepts developed by the Golf Course Committee, and <br />asked that the Planning Commission review and comment on this document. <br /> <br />Planning Commission Minutes <br /> <br />Page 12 <br /> <br />May 28, 1997 <br />
