<br />PUBLIC HEARING WAS OPENED <br /> <br />Bruce Fiedler, Administrator for Pleasanton Gardens, 251 Kottinger Drive, congratulated staff on <br />the document. Mr. Fiedler expressed his support for CIP project #978057, the Kottinger Drive <br />storm drain. The storm drain will alleviate the risk of flooding at the Pleasanton Gardens Senior <br />Housing. He commented that the preliminary design prepared by Mr. Higdon will meet the need. <br />He asked that the Planning Commission heartily recommend this particular project to the City <br />Council. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Cooper stated that he feels he needs additional time to consider the document. Chair <br />Barker concurred with Commissioner Cooper and stated that it would be appropriate to make <br />comments tonight and continue action on the CIP until June 11. <br /> <br />Chair Barker questioned the inclusion of the Dublin Canyon Road widening project in the CIP, and <br />asked why project developers are not financing this project. Mr. Higdon noted that all of the <br />developers in this area have contributed to the project, but that there are insufficient funds to <br />accomplish all of the work that needs to be done (major drainage needs, straightening the curve). <br /> <br />Commissioner Wright asked staff about the funding for the golf course project. Mr. Higdon advised <br />that the golf course would be a separately funded project. He stated that if bonds are used for the <br />funding, the bonds would be paid off with revenue from the golf course. <br /> <br />Commissioner Lutz commented that he feels the document is consistent with the General Plan. He <br />noted the he felt the use of ISTEA funds to pay for the resurfacing of streets was not a very creative <br />use of these funds. Mr. Higdon advised that ISTEA funds have been used for the Arroyo Mocho <br />Trail project. <br /> <br />In response to Commissioner Coopers's question as to the status of the joint acquisition of Tehan <br />Canyon by the City and EBRPD, Mr. Bocian advised that funds have been provided at the level <br />requested, but no purchase has been made. <br /> <br />Commissioner Kumaran asked additional information regarding the priorization of projects. Mr. <br />Bocian indicated that there are three levels of projects: those recommended for funding, high <br />priority partially funded and unfunded projects, and other unfunded projects. <br /> <br />Commissioner Dove suggested that issues related to the trail system be addressed when review of <br />the old Southern Pacific route through the Downtown is considered. <br /> <br />Chair Barker advised that the review of the Capital Improvement Program would be continued to the <br />June 11, 1997, meeting. <br /> <br />Planning Commission Minutes <br /> <br />Page 11 <br /> <br />May 28, 1997 <br />
