<br />A motion was made by Commissioner Kumaran, seconded by Commissioner Cooper, <br />recommending approval of Case PUD-81-30-38M and PUD-85-8-15M, subject to the conditions <br />listed in Exhibit"B," with modifications eliminating Condition #2 and retaining the wording of <br />the original Condition #15. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Kumaran, Lutz, and Chair Barker <br />NOES: Commissioner Wright <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC 97-49 was entered and adopted recommending approval of Case <br />PUD-81-30-38M and PUD-85-8-15M, as motioned. <br /> <br />Commissioner Cooper reiterated the recommendation that the Hacienda Owners Association work <br />with staff to bring back a modified program to focus on winter time monitoring when those air <br />quality issues are the most important. <br /> <br />Chair Barker asked if the Commission should make a recommendation to reinstate the enviromnental <br />monitoring committee. Mr. Iserson advised that the committee disbanded itself because of the lack <br />of need. It was noted that the General Plan addressed enviromnental issues when reviewing the <br />quality of life for the entire City. <br /> <br />f. Cauital Imurovement PrOl!l'am <br />Review of the Five-Year (1997-98 through 2001-02) Capital Improvement Program and <br />consideration of conformity with the General Plan. <br /> <br />Chair Barker inquired as to the schedule for the CIP approval process. Mr. Bocian advised that the <br />CIP is on the City Council's agenda for approval on June 17. <br /> <br />Mr. Bocian, Assistant City Manager, presented the staff report on the Capital Improvement Program, <br />noting that it is before the Planning Commission for two specific reasons. Staff is recommending <br />that the Planning Commission find the CIP, as a whole and as individual projects, is consistent with <br />the General Plan. Staff is also recommending that the Planning Commission recommend as the <br />priorities for funding those projects identified in the Program. <br /> <br />Mr. Bocian reviewed the process followed to develop the CIP, noting that input for projects is given <br />through staff recommendations, as well as recommendations from the Park and Recreation <br />Commission. Mr. Higdon advised that an ongoing list of requests from citizens and neighborhoods <br />is also reviewed. <br /> <br />Mr. Bocian noted that while the CIP covers a five-year period, it is recommended that the funds be <br />appropriated to cover projects proposed for the first two years, and that the projects for the next <br />three years are presented for planning purposes. He also advised that an extensive mid-term review <br />would be done. He reported that the CIP is organized by projects (e.g., parks, streets, etc.) and that <br />revenue sources are also included.
