<br />A soundwaU is proposed to be built to mitigate the parking lot noise and landscaping will be instaUed <br />on both sides of the wall to soften the visual impact. <br /> <br />The rear service area has been deleted. This will mitigate potential noise problems. Set-up and take- <br />down will occur on the side of the building in the parking lot. The application is also conditioned <br />that any such loading after 9 pm or before 7 am would have to take place in front of the adobe. No <br />deliveries are to occur between 8 pm and 9 am and no deliveries on Sunday. <br /> <br />Security is another issue of concern for the neighbors. Two security personnel are to be present at <br />all times. The live-in caretaker is expected to be one of the security personnel. They are to be <br />accessible by hand-held mobile phones during events. <br /> <br />Fencing will be installed around the parking lot to limit access to the facility and the rest of the <br />development. No alcohol was requested to be on site. Staff feels that as long as food is also being <br />served, alcohol would be acceptable. Any food preparation would have to adhere to Building Code <br />and Health Department requirements. <br /> <br />The community requested limiting teen activities. Staff feels there are responsible teen organizations <br />who need places to meet. Staff is suggesting to permit teen activities for Pleasanton youth that have <br />one chaperon for every ten teens. <br /> <br />The options for approval as outlined in the staff report were discussed. Staff recommends that based <br />on the conditions of the staff report, staff recommends approval of UP-96-08. <br /> <br />In clarification, Mr. Iserson advised Commissioner Wright that the hours of operation were as listed <br />in Condition 20. Further, Mr. Iserson advised Commissioner Wright that the caretaker would have <br />use of the downstairs kitchen. <br /> <br />Commissioner Cooper inquired about the hours of operation for the Century House. Mr. Iserson <br />stated the hours are 10 am to 10 pm Friday and Saturday, 10 am to 9 pm on Sunday and music and <br />alcohol are allowed with the approval of the Director of Parks and Community Services. <br /> <br />Commissioner Kumaran asked about the use of 2.5 persons per vehicle in the occupancy rate for <br />business conferences. Mr. Iserson stated the Zoning Ordinance does not address this issue. A <br />previous parking study suggested 2.5 persons per car. This is subjective and the Commission has <br />the option of lowering the per vehicle occupancy. He also noted that the weekday occupancy is 100 <br />when most business conferences would take place. <br /> <br />Commissioner Cooper stated he has heard that Golden Eagle Farm residents were advised the adobe <br />would be a private residence. What will be the exposure to the City if this is approved? Mr. Iserson <br />stated the City has no evidence of what was said in private negotiations. The City would have no <br />liability for this. <br /> <br />Commissioner Lutz inquired about the deceleration lane.
