UP-96-08, Bernal Adobe SDecial Events Center <br />Application for a conditional use permit to allow the establishment of a special <br />events/conference center within the Bernal Adobe located at 1780 Foothill Road. Zoning for <br />the property is PUD (Planned Unit Development) - LDR (Low Density Residential) District. <br /> <br />Items 6b and 6c were discussed together. <br /> <br />Mr. Iserson presented the applications for a PUD development plan modification to allow a caretaker <br />residence to be established within an existing building and for a conditional use permit to allow the <br />establishment of a special events/conference center within an existing building located at 1780 <br />Foothill Road (the Bernal Adobe). <br /> <br />Under the original Golden Eagle Farm PUD, it was thought that the adobe would function as a <br />clubhouse for the development. This later proved to be impractical. Subsequently, the Currins <br />requested and were approved a modification to the PUD which designated the Bernal Adobe as a <br />special events/conference use for that PUD, subject to obtaining the necessary use permit. <br /> <br />The proposal is for a caretaker to live in the facility and would be a part of the special events center <br />application. The caretaker would serve as a 24-hour security personnel and handle issues/complaints <br />during operation of the events center. The second floor would be the living quarters of the <br />caretaker. Residential use is not allowed under the cUtrent PUD. Currently, the adobe has been <br />used as a residential living unit; the applicant advised that it was necessary to provide security and <br />caretaking purposes. Staff advised that a PUD modification would be necessary to provide for the <br />residential use. <br /> <br />Staff feels that if properly conditioned and used only in conjunction with the special events conditions <br />(if it is approved as well), it would be appropriate to have a live-in caretaker at the Bernal Adobe. <br />This person would be responsible for monitoring activities of the center and provide security for the <br />area. No families with children would be able to reside at the adobe. With the conditions set forth, <br />staff could support the PUD modification for the caretaker's residence for the special events center. <br /> <br />Regarding the approval of the event center within the existing building at 1780 Foothill Road, the <br />applicant requested approval to operate seven days per week, from 8 am to 11 pm (including two <br />hours for set-up and take-down), with an occupancy of 190 guests. A 59 space parking lot was <br />proposed, as well as landscaping, fencing, and a soundwall to the south next to another resident. <br />There would be an unimproved 13 space overflow parking lot to the north. There are two driveways <br />from Foothill Road. A deceleration lane would be provided by the applicant for the southern <br />driveway as well as a left-turn pocket on northbound Foothill Road. <br /> <br />After being continued in March, 1997, a revised plan has been submitted. The service area behind <br />the adobe has been eliminated to mitigate impacts to residents in the area.
