<br />trees along Stanley Blvd. The City Council has indicated they wish these trees be retained and the <br />trees were preserved with the construction of California Reflections. <br /> <br />The City Traffic Engineer feels there would be a very low number of trips generated by this use, and <br />this application would not impact the residential streets. <br /> <br />If Site Plan 2 is desired, staff recommends that left turns be limited to in only rather than both in and <br />out. <br /> <br />Staff's preferred site plan is Site Plan 1, Reflections Drive access. Their second preference is access <br />from Stanley Blvd. with right-in and right-out movements only. The applicant is not agreeable to <br />this suggestion. The third option is Stanley Blvd. access with right in and right out and left in only. <br />The final option is Stanley Blvd., with all traffic movements in and out. <br /> <br />The architecture is not fully developed; this is dependent on which site plan is selected by the <br />Commission. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Dwight Davis, 1148 Alpine Road, Walnut Creek, represented the Pegasus Group. They are a <br />developer based in Walnut Creek. They have maintained ownership of approximately 90% of their <br />developments. They are interested in building good-looking projects. They operate approximately <br />30 self-storage facilities. <br /> <br />~ Mr. Davis advised they designed their site plan using Reflections Drive for access because that was <br />what the property was approved with. After a public neighborhood meeting and listening to the <br />neighborhood concerns, they redesigned the site plan with a Stanley Blvd. entrance. With this <br />design, they feel they need to have the median break and left-in and the left-out turn movements to <br />make the plan work. <br /> <br />Linda Gates, 2440 Tassajara Lane, Danville, is with an urban landscape design company. She <br />described the site plans. She showed where the residents want their soundwall to be connected to <br />the storage facility. <br /> <br />Ms. Gates described the different site plans, the soundwall articulations and landscaping plans, and <br />use of the California Reflections house designs to design the Manager's unit. <br /> <br />Mr. Davis stated that they are open to further developing either Plan 1 or Plan 4. <br /> <br />Commissioner Cooper asked why they want the left in and left out--it seems it makes a problem with <br />traffic congestion. Mr. Davis feels that it the left-turn ability will reduce problems with U-turns at <br />Reflections. <br /> <br />Kevin Carter, 1050 Marina Village Parkway, Alameda, advised that the median provides a <br />shadowing effect where traffic needs only to get across one side of Stanley and wait in median area <br />to be able to make the left turn-out. <br /> <br />Planning Commission Minutes <br /> <br />Page 15 <br /> <br />May 14, 1997 <br />
