<br />Mr. Iserson presented the application for PUD development plan approval to construct a self-storage <br />facility consisting of five self-storage buildings and an office/resident manager's unit totaling 72,550 <br />,_ square feet on the north side of Stanley Blvd. at Reflections Drive and Vaney Avenue. This is <br />considered one of the gateways into the City. It is also a transition area between heavy industrial <br />and commercial areas to residential areas. <br /> <br />A neighborhood meeting was held to bring the developer and the residents together. Comments and <br />concerns raised at the meeting were addressed. The major concern was the use of Reflections Drive <br />for their access. Staff then requested the developer to devise an alternative site plan to show access <br />from Stanley Blvd. Staff has analyzed both site plans and the architectural design. <br /> <br />Mr, Iserson advised that public testimony would be taken and suggest that the Commission direct <br />staff as to their wishes for the site plan and continue the application to a future meeting. The <br />applicant would then present a complete design package based on the Commission's selected site <br />plan. <br /> <br />Some of the concerns raised by the neighborhood were impacts on property values, the use of alarms <br />in the self-storage facility. The developer advised there is a silent alarm in the Manager's Office. <br />There are video cameras and the use of a code for access. Another concern was the number of lien <br />sales for abandoned articles. The developer agreed that this would be limited to twice per year. <br />Concerns were raised about construction impacts; staff feels these can be handled adequately through <br />normal conditions of approval. The residents seemed to support the conceptual design of the <br />buildings and they wanted the outside wall facing Stanley to match the wan of California Reflections. <br />Signage was also discussed. Off street parking and large truck stacking were discussed. There are <br />five spaces available for visitor parking and one manager's parking space. Staff has worked with <br />the applicant to provide sufficient stacking space. Landscaping will be maintained by a professional <br />landscape maintenance firm. A final concern was the outdoor storage of RV's and boats. There is <br />a limited space for such storage, but it is not visible from the California Reflections development. <br /> <br />There would be 543 rental spaces, a single story structure, open 7 am to 7 pm, 7 days per week. <br />The under grounding of utility lines and the instanation of a public sidewalk along Stanley Blvd. <br />would be required with the project. <br /> <br />The buildings would be 10 feet high and made of concrete tilt-up walls. Special design treatments <br />along the street frontage are trellises, the use of stone, and a raised gable accent feature. There <br />would be recesses in the wall and it would be landscaped. The soundwall would match or <br />complement the design of the California Reflections development. <br /> <br />The issue with Site Plan 1 is the use of Reflections Drive for access. Traffic calming devices are <br />suggested such as a landscaped circular island sending the message that commercial traffic should <br />not pass through that area __ restricted to residential traffic. This access corresponds with the City's <br />General Plan policy of using combined driveways, signalized intersections and minimizing access <br />points on Stanley Blvd. <br /> <br />Site Plan 2 incorporates an access from Stanley Blvd, a left-turn pocket break in the median. This <br />plan would have six buildings, totaling 74,150 square feet and 574 self storage units. The developer <br />would have to install a deceleration lane on Stanley.
