Condition 4c: Delete.
Condition 4d: As stated in staff memorandum, dated April 9, 1997.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Cooper, Dove, Lutz, Wright and Chair Barker
None
None
None

Resolution No. PC 97-33 was entered approving Case PUD-80-02-14D, as motioned.

f. Z-97-0S0. Citv of Pleasanton
Application for design review approval to install an approximately 2,900 square foot office
modular adjacent to the existing City Hall building located at 200 Old Bernal Avenue. Zoning
for the property is P (Public & Institutional), Downtown Revitalization, Civic Overlay District.

Mr. Iserson presented the staff report on the application for a design review approval for the
installation of an approximately 2,880 sq. ft. office modular adjacent to City Hall at 200 Old Bernal
Avenue. The site is zoned P (Public and Institutional), Downtown Revitalization, Civic Overlay
Districts.

This modular is proposed to ease the overcrowding in City Hall until the City is able to construct
a new City Center Complex. This may take ten years to set aside the necessary funds.

The modular will be located in the southeast corner of the parking lot. Some parking spaces will
be removed; some will be relocated. There will be a net loss of four parking spaces with this
project. Improvements to the vehicular circulation will be made.

The exterior of the building will match the color of the Civic Center building. A determination was
made not to go to the expense of a stucco exterior. This building will not be visible from Main
Street, Old Bernal Avenue or Bernal Avenue.

The development standards are all met with this proposal. The building would fit in reasonably well
with the design of the surrounding buildings. Staff recommends approval of the design review
application to the City Council subject to the conditions of approval listed in Exhibit B.

In response to Commissioner Cooper, Mr. Iserson believes it will be ten years before the City is in
a position to be able to construct a new City Center Complex.

Chair Barker inquired if staff had looked into the possibility of renting eXlstmg office space
downtown. Mr. Iserson noted that the City does rent some office space in the adjacent building.
However, efficiency is lost when the City functions are dispersed further.

Commissioner Cooper inquired if there was a way to "fast-track" the construction of a new City
Center Complex. He would hate to see people forced to work in modular buildings for another ten
years.

Planning Commission Minutes

Page 16

April 9, 1997
