<br />Chair Barker complimented the business park on their intent to incorporate public art in the <br />development. <br /> <br />Chair Barker asked the traffic representative what is the recommended distance between traffic <br />signals. The speaker stated that they try to achieve a balance between separation between <br />intersections (700 to 1,000 feet) and safe access at the point in question. Therefore, it was <br />determined that the Koll Center Parkway South intersection at Valley did not need to be signalized. <br /> <br />Carl Pretzel, 3633 Glacier Court North, stated he is involved in the West Las Positas interchange <br />study and advised that they have been presented other traffic studies that indicate the Bernal <br />interchange is at LOS D or worse and this is inconsistent with the statements of staff in the staff <br />report. He hopes that his committee will be able to share some of the traffic studies so that there <br />is some consistency and that everyone is working with the same ground rules. <br /> <br />Chair Barker had a call from Matt Sullivan who voiced his concern regarding West Las Positas and <br />the approval of more projects that impact that intersection. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright stated the architect has done a very fine job in designing this project. He <br />suggested the areas that are marked "8" could have handicapped parking spaces associated with them <br />in lieu of adding the 17 additional spaces. <br /> <br />Chair Barker stated that she would prefer to let the developer provide the additional 17 spaces and <br />perhaps suggest a redistribution of the handicapped spaces. Chair Barker noted that the parking in <br />the Providian Center is very scarce. <br /> <br />Commissioner Dove had a minor concern for the loop trail regarding vagrants, and proposed <br />providing in the future some type of gates to close this area off. He is in support the project. <br /> <br />Commissioner Cooper stated the trail system is also accessible where Valley Avenue crosses the <br />arroyo n the gates would be ineffectual. He feels the 17 parking spaces are negligible and will not <br />insist on their addition. He agrees with staff's deletion of Condition 4c and will support the <br />application. <br /> <br />After further discussion, it was decided Condition 6 could be written to include "a minimum of 828 <br />parking spaces, subject to the Planning Director's approval." <br /> <br />Commissioner Lutz is very happy with the proposed project. He feels Conditions 6a and 6b should <br />be left as written by staff. The applicant stated he has already found space for the additional 17 <br />parking spaces. <br /> <br />After further discussion, it was agreed to leave Conditions 6a and 6b as written. <br /> <br />Commissioner Dove motioned, seconded by Commissioner Wright, approving Case PUD-80-02- <br />14D, subject to the conditions listed in Exhibit B, with the following modifications: <br /> <br />Planning Commission Minutes <br /> <br />Page IS <br /> <br />April 9, 1997 <br />
