A further traffic mitigation agreed to by the park developers is <br />to provide a free shuttle to the park from the new BART station. <br /> <br />The project has been reviewed against the design guideline criteria of the PUD, and with the <br />exception of parking, staff finds the development meets or exceeds the standards of the PUD and the <br />Design Guidelines. The layout is well designed, there is ample setback between the street and the <br />buildings, parking is well distributed, and there is ample setback between the buildings. <br /> <br />The parking is calculated at 1 space per 250 square feet. As such, the parking is deficient 17 <br />parking spaces. Two options exist: add 17 more parking spaces or do a PUD modification (as <br />recently done for Hacienda Business Park) with a calculation based on 1 space per 300 square feet. <br /> <br />The applicant has shown on the building elevations where signage would go and has also indicated <br />locations for monument signs. They are all in conformance with the design guidelines and staff <br />would approve the specific details of the signs if the project is approved. <br /> <br />Staff feels the project is well-designed, is attractive and compatible with the development in the <br />business park. The two options for rectifying the parking are agreeable to staff. As such, staff <br />recommends approval of this project subject to the conditions in Exhibit B, including the <br />modifications to the conditions noted in the staff memo dated 4/9/97. They include deleting <br />Condition 4c, deleting the second sentence of Condition 4d, and adding some language about future <br />reimbursement to the applicant by either later developing properties or if the City adopts a traffic <br />mitigation fee. <br /> <br />~ Commissioner Wright discussed with staff the options available regarding the number of parking <br />spaces. <br /> <br />In response to Commissioner Cooper, Mr. Higdon advised that ultimately the southbound 1-680 off- <br />ramp will be straight off the freeway along the soundwall of the Laguna Oaks subdivision. A <br />signalized intersection is not needed until this off-ramp is constructed. Discussion of leaving the <br />signal in this application ensued. Staff feels there is such a negligible amount of traffic generated <br />in this direction that it should not be part of this application. Chair Barker and Commissioner <br />Cooper felt the traffic signal should be left in the application. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />James A. Gresham, 7011 Koll Center Parkway, #210, represented Parkway Properties in this <br />application. Mr. Gresham stated they have redesigned the parking to incorporate the 17 parking <br />spaces. Regarding the southbound off-ramp signalization, they wish to be good corporate neighbors, <br />but the signal is not required now and their PUD stipulates they do not have to provide the signal <br />at this time. <br /> <br />Mr. Gresham stated they agree with the conditions as modified. <br /> <br />Commissioner Wright inquired where Color A (silver aluminum) was located in the project.
