Parkwav Pronerties <br />Application for design review approval to allow construction of two three-story office buildings <br />totaling 220,000 square feet in the Bernal Corporate Park at 6776 Koll Center Parkway. <br />Zoning for the property PUD (Planned Unit Development) - I/C-O (IndustriaI/Commercial- <br />Office) District. <br /> <br />Mr. Iserson presented the staff report on the application for a design review approval to allow <br />construction of two, three-story office buildings totaling 220,000 square feet on an approximately <br />12.2 acre site in the Bernal Corporate Park. The property is zoned PUD-I/C-O (Planned Unit <br />Development __ Industrial/Commercial-Office). The site is the large vacant parcel along the north <br />side of Bernal Avenue west of the Koll Center Drive entrance and backing up to the 1-680 <br />northbound freeway on-ramp. <br /> <br />The two buildings are identical in size and will be located in relationship to each other with a central <br />courtyard in the middle. The elevations will consist of a combination of concrete, polished granite, <br />glass, GFRC and polished aluminum mullions. These buildings have been sited to relate to the <br />future development of "Sycamore Plaza." <br /> <br />The current General Plan encourages that office projects conform to the mid-point of the FAR <br />density (about 35%). Buildings above that level must provide additional amenities. The FAR of this <br />project is at 41.8%. The original PUD assumed at maximum office FAR of 50% for this <br />development. Traffic mitigation has been agreed to by the applicant. A number of amenities have <br />been provided for in the business park (the perimeter walking trail tying in with plazas and open <br />spaces, free-standing benches, seatwalls, a water sculpture, etc). Staff feels the amenities within the <br />park and the traffic mitigation justify the increased FAR for this site. <br /> <br />Site specific amenities include extensive landscaping on the western side of the buildings, open plaza <br />areas connecting to the perimeter pedestrian trail. The applicant has identified the central plaza area <br />as an appropriate place for a piece of sculpture. <br /> <br />Traffic mitigation measures included in this project are: Koll Center Drive south to Bernal will be <br />widened to include a second right-turn lane. Eastbound Bernal Avenue will be restriped and slightly <br />widened to provide a second left-turn into Koll Center Drive. Westbound Bernal Avenue will be <br />restriped to convert the existing right-turn only lane to a shared through and right-turn only. The <br />intersection will be controlled by a half-signal allowing eastbound Bernal left turns into Koll Center <br />Drive. Widening of the 1-680 northbound off-ramp. The staff report included a traffic signal at the <br />1-680 southbound off-ramp. The traffic engineer has looked at the project and has determined that <br />a traffic signal is not warranted at this time. A new traffic signal will be added at the intersection <br />of Valley Avenue and Koll Center Parkway North. The traffic engineer has determined that a signal <br />is not needed at the Koll Center Parkway South and Valley Avenue intersection if the signal is <br />installed on Koll Center Parkway North. <br /> <br />This project was also examined in relation to the West Las Positas Interchange. Assuming the <br />interchange is not built, this project would result in 82 more trips than our General Plan had <br />assumed. The traffic analysis shows that all the intersections can be mitigated to an acceptable level <br />without the interchange.
