<br />ROLL CALL VOTE <br /> <br />r- <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Dove, Lutz, Wright and Chair Barker <br />None <br /> <br />None <br />None <br /> <br />Resolution No. PC 97-32 was entered clarifying the status of the mobile home park as a pre- <br />existing, non-conforming use, as motioned. <br /> <br />Commissioner Wright wanted it on record that he concurs with all four recommendations of staff. <br /> <br />Commissioner Cooper feels parking RVs on a month-to-month basis is consistent with this sort of <br />facility, he would have no problem making the determination that an RV facility would be permitted <br />in this area. There is a need for this sort of housing. The rent control has denied the applicant to <br />make a fair return on the property, and it is a reasonable business decision to remedy the situation <br />just as any other developer tries to do. <br /> <br />Discussion continued, however, it centered more on the business of the park (amount of rent, amount <br />of back-rent, etc.), than on the land use. <br /> <br />Commissioner Wright was sensitive to the neighbors' concerns of having the RV use within the park. <br />It is not the same as having the residential feeling of the mobile homes. Commissioner Cooper <br />disagreed, feeling there shouldn't be any discrimination against an expensive retrofitted bus or a less- <br />~ expensive mobile home. Chair Barker stated she cannot support staff recommendation No.3 because <br />the City has consistently not supported taking such actions. She does support urging the applicant <br />to seek a General Plan amendment. <br /> <br />No further action was taken. <br /> <br />d. PUD-85-15-7M. Golden Eaele Farm/Currin <br />Application for a PUD major modification to allow a caretaker's residence to be established at <br />the Bernal Adobe in conjunction with a special events/conference center. The site is located at <br />1780 Foothill Road. Zoning for the property is PUD (Planned Unit Development) - LDR (Low <br />Density Residential) District. <br /> <br />Continued to April 23, 1997. <br /> <br />e. UP-96-08. Bernal Adobe SDecial Events Center <br />Application for a conditional use permit to allow the establishment of a special <br />events/conference center within the Bernal Adobe located at 1780 Foothill Road.
