MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Dove shared with the Commission pertinent information about mobile home parks. <br />When a number of parks were put in 25-35 years ago, it was in some ways "land banking," in that <br />they would operate for 25 years and would then be removed to put in homes, condominiums, etc. <br />There is now legislation to prevent mobile home landlords from evicting all the tenants. He has <br />learned that if an RV is in a park for longer than nine months, it is considered a mobile home and <br />has all the protections afforded a mobile home. If a person were wanting to convert the park to <br />another use (homes, etc.), they would try to remove all the mobile homes and convert all the mobile <br />home spaces to RV spaces. Further, when the RVs have to vacate every six months, the landlord <br />is under no obligation to let them return. Essentially, over a six-month period, all the RVs could <br />be eliminated. In the case on the agenda, the number of mobile home spaces has been drastically <br />reduced, and City staff are trying to understand what is happening and what can be done to reverse <br />the situation. <br /> <br />Commissioner Cooper reported on the Affordable Housing Commission meeting. There was some <br />discussion about the Affordable Housing Commission's concerns that the Planning Commission had <br />not fully heard their concerns on Staples Ranch and never saw the details on their resolution.
