General discussion continued that the Affordable Housing Commission feels the Planning
Commission should, and does not understand why the Planning Commission does not, review the
interior features including the type of cabinets, door handles, bathroom fixtures, etc. Chair Barker
stated that she had informed the Affordable Housing Commission that interior designs were not the
purview of the Planning Commission and they might want to pursue the reinstatement of the Design
Review Board to address their design issues. That might be a more appropriate forum. Another
concern of the Affordable Housing Commission was that there could be a social stigma attached to
low-income housing that was distinguishable from the market-rate housing in the same development.

Commissioner Wright inquired about the Safeway parking lot and stated he has reservations about
the parking lot configuration. Mr. Iserson stated the parking lot has not been finished, but the
parking lot dimensions met Code requirements at the time of approval. Mr. Iserson also commented
that Safeway has asked staff if they could modify the parking lot from a 90-degree parking
configuration to an angled parking configuration. Staff's concern is that this reconfiguration would
mean a significant reduction in parking spaces to below code requirements. Mr. Iserson has
concerns about parking lot deficiencies. Also noted was the request by Walgreens to have a drive-
through prescription window and the Standard station remodeling. They propose to have a
convenience store but not a car wash.

Commissioner Lutz asked if anything could be done about the graffiti on the concrete bridge
abutments in the area of Main Street on the Centennial path. The foot bridge crossing the creek at
St. John's Place was also discussed. Mr. Beougher and Mr. Higdon advised the recent work was
been done without permits. Commissioner Lutz doesn't believe it would survive a heavy rainfall.

Commissioner Dove noted the current traffic situation with the San Ramon In-N-Out Burger and
commented that City staff may want to review this with regard to the Pleasanton In-N-Out Burger
application. Mr. Higdon stated the Pleasanton location has a better on-site traffic circulation plan
than does San Ramon.

Chair Barker questioned about the landscaping of the Vineyard median. Mr. Higdon advised that
a contract has been awarded and a Notice to Proceed has been issued.

8. MATTERS FOR COMMISSION'S REVIEW

a. Future Planning Calendar
There were none.

b. Actions of the Citv Council

Commissioner Cooper noted the Council's action on the Early Learning Institute's application and
the changes they made (access restricted to Stoneridge Drive).

c. Actions of the Zoninl! Administrator
There were none.

Page 7

March 26, 1997

Planning Commission Minutes
