<br />The Mohr elementary school will open in September 1997. Staff is concerned about the mix of <br />construction traffic with school traffic. A condition was added restricting construction traffic on <br />Dennis Drive between the hours of 8:30 - 9:30 am and 2:30 - 3:30 pm. The applicant is also <br />required to construct a chain link fence along the north side of Dennis Drive for safety purposes. <br /> <br />Staff has reviewed the project's phasing schedule and finds it acceptable. There is a requirement to <br />provide an Emergency Vehicle Access across the new recreation center area. <br /> <br />Staff believes the findings can be made for tentative map approval and recommends approval of <br />Vesting Tentative Map 6911, subject to the conditions of approval. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Douglas Krah, Standard Pacific of Northern California, 3825 Hopyard Road, #195, stated that he <br />has read and agrees with the staff report. <br /> <br />In response to Commissioner Cooper's notation of a newspaper article that Stoneridge Drive may <br />not be continued to El Charro and whether this would impact the project, Mr. Krah did not believe <br />that it would because they are building just short of the Arroyo Mocho. <br /> <br />Chair Barker inquired about the project's growth management allocation. Mr. Krah stated they have <br />100 units for 1997, and an additional number for 1998. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Cooper has asked at previous meetings and again asked if the applicant's CC&Rs <br />could be part of the Commission's final map package as a point of information. Staff advised <br />Commissioner Cooper that after approving the tentative map, it is an administrative task to approve <br />the final map as long as all the conditions of approval are met. Staff will provide the applicant's <br />CC&Rs to Commissioner Cooper before the application goes to City Council. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Lutz, making the tentative map <br />findings and adopting a resolution approving Vesting Tentative Map 6911, subject to the draft <br />conditions of approval in Exhibit B. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Dove, Lutz, Wright and Chair Barker <br />None <br />None <br />None <br /> <br />Resolution No. PC 97-27 was entered approving Vesting Tentative Map 6911, as motioned. <br /> <br />In further discussion, Mr. Beougher stated that his function is to compare the project CC&Rs to the <br />project conditions of approval and determine whether they are in agreement. <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />March 26, 1997 <br />
