<br />In response to Commissioner Cooper, Mr. Finn feels Mr. Wagner wants to get rid of all the mobile <br />homes so that he could develop the property into some other use than a trailer park. <br /> <br />Pat Talbert, 4202 Stanley, #14, P1easanton Mobile Home Park. Ms. Talbert stated this was a nice <br />park and had a sense of community when she moved in 1982. Mrs. Talbert provided information <br />regarding incidents she has experienced since Mr. Wagner bought the park in 1991. Ms. Talbert <br />advised that the rent went from $226 to $650 in one month's time; $163 of this amount is considered <br />back rent. Ms. Talbert was billed an additional $6,000, and to this date she has not been able to <br />ascertain why or for what reason she owes this money. This issue was brought before the City <br />Attorney, with no resolution to date. The other tenants have moved out in order to get out of the <br />$650 monthly rent. <br /> <br />Ms. Talbert also advised she and the other tenants had been assessed $4.79 per month for five years <br />to pay for laundry room improvements. She feels the improvements were made in a tenant space <br />next to the laundry room. Further, she advises the septic tank system is deteriorating. A person had <br />to move out of his space because a sink hole was developing. <br /> <br />Ms. Talbert stated that she and the other tenants want their community back to the way it was. <br /> <br />The illegal Space 17 A used to be the parking area for Space 17. To accommodate parking for Space <br />17 A, another tenant has to park in his patio area. When the State of California was notified of the <br />illegal space, the RV unit had to move out three weeks after moving in. Ms. Talbert advised that <br />her RV unit is classified as a mobile home because she has been there longer than nine months. She <br />stated that Mr. Wagner makes the other RV units move out for three days every six months so they <br />can't be classified as a mobile home. Further, these people do not know whether they will be <br />allowed to move back in after moving out. <br /> <br />Bob Schoolcraft, 25369 Gold Hill Drive, Castro Valley, moved out of this mobile home park into <br />his home last weekend. He stated the park management is hostile and counter-productive. Mr. <br />Schoolcraft feels Pleasanton would be an ideal place for such a mobile home/RV park because it <br />could serve 50-100 transient RV units. It would bring in large amounts of additional revenue. <br /> <br />Mr. Schoolcraft had a binder of documentation of the many incidents occurring in the park. Mr. <br />Schoolcraft has the perception that Mr. Wagner has no fear or respect for the courts or city staff. <br />It is a big game to Mr. Wagner. A sink hole developed during the rains under Mr. Schoolcraft's <br />trailer; he had to hire an attorney to ensure the safety of the tenants. Mr. Wagner did not repair the <br />hole according to the State codes. <br /> <br />Greg Morgan relocated to Pleasanton from Arizona one and one-half years ago. On their first <br />evening, they started to have trouble with Mr. Wagner. Mr. Morgan stated that Mr. Wagner told <br />him to stay away from Mr. Finn because he was a troublemaker and he was planning to get him and <br />another resident evicted from the park. <br /> <br />Mr. Morgan refused to sign a document regarding the "wonderful community and park manager." <br />Three days later, the Morgans received an eviction notice from Mr. Wagner's attorney, alleging they <br />had not paid their rent.
