REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Iserson advised that Item 6a, UP-96-45, Jerry Wagner, Item 6d, PUD-80-2-14D, Parkway <br />Properties, and Item 6f, Z-97-050, City of Pleasanton were all continued to April 9, 1997, Item 6b, <br />PUD-97-02, Stephen Chamberlin Associates/Federal Express was continued to April 23, 1997, and <br />Item 6e, PUD-89-17-3M, Oak Tree Farm, was continued indefinitely. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. UP-96-45. Jerrv Wal!ner <br />Application for a conditional use permit to add an additional mobile home space in the <br />Pleasanton Mobile Home Park located at 4202 Stanley Boulevard. Zoning for the property is <br />C-F (Freeway Commercial) District. <br /> <br />Although Mr. Iserson advised this agenda item was continued to April 9, 1997, the Commission <br />opened the public hearing to take the public testimony from those who had come to speak on this <br />matter. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Walt Finn, 4202 Stanley, #12A, Pleasanton Mobile Home Park. Mr. Finn advised that in 1982 there <br />were seven spaces for trailers and 25 spaces for mobile homes. Currently, there are 11 spaces for <br />mobile homes (two of which are owned by Mr. Wagner) and he is evicting another one. This leaves <br />only seven spaces out of the original 25 spaces. Mr. Finn feels that these spaces have been lost <br />through intimidation and high rent. Mr. Finn states Mr. Wagner charges $600 space rent when a <br />judge only approved $112; Mr. Wagner will not show his records to the tenants or to the City. Mr. <br />Finn also gave examples of how mobile home owners have lost money on the sale of their units in <br />large part due to Mr. Wagner's actions. <br /> <br />There are issues with the management of this park. It had been a neat and clean park; it is now <br />unkempt. Mr. Finn feels that the owner wants to get rid of all the mobile homes. He also <br />commented that Mr. Wagner has started issuing Notice Letters for every infraction. Some examples <br />are: he can't wash his car in the park, visitors must park on Stanley and walk in, feeding cats. <br /> <br />In response to Commissioner Wright, Mr. Finn advised that if he sells his unit in the trailer park, <br />he would owe Mr. Wagner a $4,000 surcharge, if he sold it for off-site use, he would owe Mr. <br />Wagner nothing. <br /> <br />Page 2 <br /> <br />Marcb 26, 1997 <br /> <br />Planning Commission Minutes <br />
