<br />Staff feels the conditional use permit findings can be made and with the conditions of approval in <br />Exhibits B-1 and B-2, staff recommends approval of VP-96-086 and Z-96-257. <br /> <br />Staff also noted that they received a letter in opposition to the conditional use permit allowing the <br />secondary units from Mr. and Ms. Otto, on Dublin Canyon Road. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Commissioner Wright noted that Exhibit Bl covers the au pair conditions, and Exhibit B2 covers the <br />design review. Exhibit B2 has the condition requiring the height limitation on au pair unit and feels <br />it should be added to Exhibit Bl. Staff noted that if a property owner came in subsequently to <br />construct a secondary unit, they would be notified of the 15 foot height limitation. <br /> <br />Exhibit B2, Condition 5, regarding landscaping to be installed within nine months, Commissioner <br />Wright inquired if this applied to both front and back yards. Staff advised it applies to all <br />landscaping. <br /> <br />Commissioner Dove inquired if Plans 3 through 7 are automatically exempt from constructing a <br />secondary unit. Staff advised they were not, but those plans would have to be looked at in greater <br />detail because the lots are split level lots. These lots can come back on a case-by-case basis or the <br />applicant can request another master conditional use permit. <br /> <br />Hilde Harper-Chan of Presley Homes represented their application for design review and master <br />conditional use permit for secondary units for Plans 1 and 2. Ms. Harper-Chan stated they have <br />appreciated working with staff to meet the conditions of approval from the original PUD. It is <br />difficult when the original approval was granted some years earlier; market trends change in that <br />length of time. <br /> <br />In response to Commissioner Wright, Ms. Harper-Chan stated that in agreement with the conditions <br />of approval in Exhibit B-2, they are submitting to the fact that they will provide more articulation <br />on the large, expansive flat wall plans. <br /> <br />Presley Homes would like approval for more balance between stucco vs. wood siding exterior <br />finishes. <br />It is currently at 66% to 33%, they would agree to adding another wood siding elevation which <br />would make it 50%. Staff is requiring the unit mix be built very evenly. Some plans are more <br />market-driven than others, and she requested a percentage that they could "float" within. <br /> <br />Dennis Flynn, project architect, stated that he understands staff's desire that any project built in the <br />ridgelands be built very carefully and very sensitively. The CEO of Presley Homes has personally <br />embraced the project and is willing to continue to work with staff in a positive way.
