Z-96-257/UP-96-86. Preslev Homes <br />Application for design review approval for the Laurel Creek production homes and for a master <br />conditional use permit to allow au pair units in the production homes located at the southwest <br />corner of Dublin Canyon Road and Foothill Road. Zoning for the property is PUD (Planned <br />Unit Development) - LDR/OS (Low Density Residential/Open Space) District. <br /> <br />Mr. Iserson presented the staff report on the application for design review approval for the Laurel <br />Creek production homes and for a master conditional use permit to allow au pair units in some of <br />the production homes. This project was approved in 1990 for 100 lots on the west side of Foothill <br />Road at Stoneridge Drive. Only three lots identified as custom lots. At the time of approval, only <br />conceptual house designs and street scene plans were provided. <br /> <br />There are a number of split pads within the development. A limited amount of grading is allowed, <br />and a number of houses are to be single-story. At this time, Presley Homes is ready to move <br />forward with this development. Another option the applicant would like to include is the option for <br />a secondary unit. They are asking for a master conditional use permit to preapprove these units on <br />Plans 1 and 2. These are all on level lots. This same situation was approved in the Walnut Glen <br />Estates development. <br /> <br />Staff has been working with the applicant on the design of the homes; the applicant has met several <br />of the concerns of staff. Staff advised that the proposal for the second units does meet all the State <br />requirements. A couple of issues remain with respect to the design of the au pair units. One unit <br />is 171h feet in height, and the City has a Code restriction that second units cannot exceed 15 feet. <br />This is provided for in a condition of approval. Further, the detached au pair unit should be located <br />at least ten feet from the property line and located in the rear yard and not in the side yard area. <br /> <br />Mr. Iserson briefly described the seven house plans being proposed. The houses' visibility, limited <br />grading and maintaining a rustic feeling for the site were major concerns at the time of the original <br />PVD approval. The applicants have been working with staff to incorporate some changes in their <br />plans, such as incorporating more wood siding materials. Some large issues in design are: the <br />exterior finish material selection and color palettes, the four-car front entry garages, and long flat <br />wall plans in some house plans.
