/-

Commissioner Wright concurs with the previous comments; he spoke to the affordable housing
portion in the project and has found that such neighborhoods are kept up as well as any other
Pleasanton neighborhood. The lighted sports park is needed more now than ever before and
hopefully the use of these lights will prove that they can be put on the San Francisco Water District
property. He can support the project.

Commissioner Dove commended Scott Erickson in his efforts to get more affordable housing in
Pleasanton; the children of Pleasanton residents will be able to purchase a home in Pleasanton instead
of having to move away.

Chair Barker does not like to see the affordable housing placed along the freeway, but if the
developer just pays a fee, there is no affordable housing for anyone to live. It is a credit to the
applicant that there is no neighborhood opposition to this project at this time. It is important for
developers to work with the neighborhoods. Chair Barker agrees about the lights and feels it is
important to approve the park lights and get them in the park. She feels it is important to approve
the extension of Stoneridge because it is an important connection. She will support the project.

Commissioner Wright motioned, seconded by Commissioner Cooper, (1) adopting a resolution
recommending to the City Council certification of the Supplemental Em as adequate and
complete in the assessment of the project's impacts and that the Em is in compliance with
CEQA; (2a) adopting a resolution recommending to the City Council approval of the CEQA
Findings for Case SPA-95-01 indicating that all potentially significant impacts can be reduced
to a less than significant level; (2b) recommending to the City Council adoption of a Statement
of Overriding Consideration for Potential Impact 4.3-2; (2c) the Commission has reviewed and
considered the information contained in the EIR prior to taking action on the project and
recommends to the City Council adoption of the Amended Stoneridge Drive Specific Plan; and
(3) direct staff to modify the existing Specific Plan document according to the changes proposed
by the amendment. Such changes would include changes to the land use map, infrastructure
improvements, and any policies, programs, or text which would change as a result of the
adoption of this amendment.

ROLL CALL VOTE
AYES: Commissioners Cooper, Dove, Lutz, Wright and Chair Barker
NOES: None
ABSENT: None
ABSTAIN: None

Resolution No. PC 97-15 was entered recommending to the City Council certification of the
Supplemental EIR as adequate and complete.

Resolution No. PC-97-16 was entered recommending to the City Council approval of the CEQA
Findings for Case SPA 95-01; recommending to the City Council adoption of a Statement of
Overriding Consideration for Potential Impact; indicating the Commission has reviewed and
considered the information contained in the EIR prior to taking action on the project and
recommends the City Council adopt the Amended Stoneridge Drive Specific Plan; and directed
staff to modify the existing Specific Plan, as motioned.

Planning Commission Minutes

Page 24

February 12, 1997
