<br />Joe Callahan, Callahan Property Company, stated that K&B has a rider to the grant deed that will <br />be recorded with the properties in the subdivision notifying each buyer that there are lighted sports <br />fields, there are quarry operations in the area, that El Charro is a major haul road for the quarries, <br />and that the subdivision is within a certain distance from the Livermore Municipal Airport and they <br />may be subject to some single-event noise from aircraft. <br /> <br />Mr. Callahan advised the park lighting fixtures are a hooded and baffled fixture and are virtually <br />vertical. The existing home boundaries have a spill factor of zero, whereas the Sports Park has a <br />3-5 foot candle rating. Hopefully, once these lights are in, people will be shown that the fields can <br />be lighted creating a black and white boundary, and that the Sports Park lights need to be changed <br />out to this type of light fIxture. <br /> <br />Douglas Jamison, 502 El Charro Rd., wanted to be on record saying that they have the same <br />concerns as CalMat and have serious reservations about the significant impact of this project. <br /> <br />Andy Jacobson, 1111 Broadway, 24th Floor, Oakland, spoke on behalf of CalMat. CalMat is still <br />working with the Pleasanton and Livermore officials to mitigate their concerns. CalMat is very <br />concerned about the umnitigated impacts of the project. They hope to work to a satisfactory <br />resolution. They would like to suggest to continue this agenda item to a future meeting, a few more <br />weeks are need to achieve full consensus. <br /> <br />Mr. Freed rebutted the CalMat request, Kaufman and Broad would like the Planning Commission <br />to take action at this meeting. They do not feel there are any umnitigated enviromnental issues <br />outstanding, they feel there are simply some financial obligations that CalMat has of Kaufman and <br />Broad that Kaufman and Broad feel that they do not have. This does not affect the plan in any way. <br />Mr. Freed requested a vote of approval from the Planning Commission this evening. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Cooper is not in favor of continuing this matter. He feels the applicant has gone well <br />beyond what is necessary to get this sort of development accepted. The amenities are extraordinary; <br />the design is nice architecturally, and the affordable housing element is valuable. Unfortunately, they <br />are along the freeway where the land is the cheapest to purchase. The improvements to the arroyo <br />are innovative, the sports park should be operational at the time the houses are being sold and <br />occupied. The improvements to El Charro and the connection to Stoneridge are needed. <br />Commissioner Cooper like the idea of trying to create some habitat in the arroyo. He is prepared <br />to support this project. <br /> <br />Commissioner Lutz concurs with the residents that they have a valid concern that there is too much <br />below market-rate housing. The City should be more conscientious about spreading the affordable <br />housing around the City. He does support the below-market rate housing in this project; this project <br />will help the Parks and Recreation No. 1 priority of lighted fields. He noted that the Parks and <br />Recreation Commission has the final say in the design and placement of the fields and lights. The <br />project meets the General Plan requirements except for the outdoor noise levels along the freeway. <br />He supports the Statement of Overriding Consideration with some reluctance.
