Commissioner Dove suggested an entrance only on Stone Pointe Way and an exit only onto
Stoneridge and to position the median such a way that prohibits a left turn from Stone Poiute Way
into the parking lot. He feels the number of students should be lowered to 250 maximum.
Commissioner Dove agreed there are limited sites available to build a school.

Commissioner Cooper feels this a worthwhile project, would like ELI in Pleasanton, but cannot see
400 students fitting on this size of property. Also, he can't see a traffic solution for this size of
project on Stone Pointe and Stoneridge Drive. Commissioner Cooper feels the problems should have
been worked out with staff before coming before the Planning Commission -- this is a difficult forum
in which to achieve compromise. At this time, Commissioner Cooper cannot support the application
as presented.

Chair Barker believes there is a real need for this type of school and understands the concerns of
residents with the Mohr school and this project. The concerns about traffic and under-parking are
valid. She does support the use, but feels it is too large a project for the size of site.

Commissioner Dove stated there will be other projects and traffic will always be an issue.

Mark Butler made a point of information that he heard that someone on staff had recommended this
site, and if so, should they excuse themselves. Commissioner Dove stated that staff would be
inclined to advise applicants to what properties are zoned for their project use. Mr. Iserson advised
that he did not know if any staff member gave encouragement to the applicant regarding this site,
but staff can tell an applicant what a property's zoning and uses are.

r Mr. Bernstein advised that he would like to modify the project to make it acceptable. They needed
direction that the use was appropriate for the site and they are willing to implement every
recommendation staff proposed.

Commissioner Dove motioned, seconded by Commissioner Lutz, referring Case PUD-96-19 to
staff for further modification and refinement.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Dove, Lutz, and Chair Barker
Commissioner Cooper
Commissioner Wright
None

The motion carried.

Chair Barker asked staff to schedule this application first on the agenda when it comes before the
Commission again.

Planning Commission Minutes

Page 22

January 22, 1997
