<br />~ <br /> <br />Kevin Reese, 3872 Stone Pointe Way, discussed the suitability of this school project in light of the <br />Mohr school and the private Catholic school. He does not feel three schools within a mile is fair <br />to the community to be subjected to the increased traffic. Driveway access on Stone Pointe Way is <br />unsuitable. There is not adequate parking. Mr. Reese feels the applicants should have submitted <br />a more complete plan incorporating the recommendations of staff. He does not agree that the ELI <br />applicants are open to compromise. He doesn't think a Negative Declaration is suitable, and it may <br />have to be reviewed under CEQA. This parcel is not suitable for another school. <br /> <br />Robert Harding, 3804 Stone Pointe Way, is adamantly opposed to the project. His residence is across <br />the street from the proposed Stone Pointe Way driveway. He presented more signatures on petitions <br />(totaling 300). Mr. Harding feels this project will negatively impact the value of his home. He feels <br />the property is more suited for a church, which is acceptable to him. The proposed median appears <br />to impede his ability to back out of his driveway. Stone Pointe Way is too small to handle the <br />congestion of traffic generated by the school. Mr. Harding feels his quality of life will be impacted <br />by this project. He also distributed pictures to the Commissioners showing his home in relation to <br />the project site. He recapped that an overwhelming majority of the neighborhood residents are <br />opposed to this project and have written letters and signed petitions. <br /> <br />Commissioner Wright left the meeting at 12:30 am. <br /> <br />Mr. Bernstein rebutted public comments: the staff report is contradictory of whether the residents <br />are home or not during the day and where the building should be located. ELI is willing to move <br />the building or make it a buffer to the neighbors, but they don't know if the residents are home and <br />want it or not home and don't have an opinion as to the building location. This is a special school <br />that operates all year which is a need that is not met elsewhere. They are committed to no parking <br />in the neighborhood. Mr. Bernstein advised the one school teacher speaker that this school cannot <br />be compared to her school which has 900 students. The St. Elizabeth Seton private school is <br />hypothetical at this time. Regarding Mr. Harding's comments on his driveway, ELI were sensitive <br />to that issue and purposely designed the traffic barrier to permit his accessibility. He is concerned about the size of the site in relation to the number of students, however, he <br />feels the use is consistent with the zoning. Concerning the day care, there is no difference between <br />a school and a church providing day care.
