<br />Resolution No. PC 97-08 was entered finding that the reservation for future acquisition of the <br />4.8-acre parcel for the expansion of the City's Operation Service Center is in the public interest, <br />as motioned. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Lutz, recommending approval of <br />Case PUD-96-10 for PUD prezoning and development plan approval, subject to the conditions <br />listed in Exhibit B, with the following modification: <br /> <br />Condition 7: Change 15% to 20%. Institute <br />Request for a Planned Unit Development Rezoning from the PUD (Planned Unit Development) _ <br />MDR (Medium Density Residential) to the PUD (Planned Unit Development) _ P/I <br />~ (Public/Institutional) District and Development Plan approval to allow the construction and <br />operation of a private elementary and middle school for up to 400 children, consisting of three <br />buildings -- 11,064 sq. ft., 8,692 sq. ft., and 16,800 sq. ft. in size, on a 3.51-acre site located <br />on the northerly side of Stoneridge Drive between Stone Pointe Way and the Zone 7 pump <br />station site. The present zoning for the subject property is PUD (Planned Unit Development) _ <br />- MDR and P/I (Medium Density Residential and Public/Institutional) District. The Planning <br />Commission will also consider the Negative Declaration prepared for this project. <br /> <br />Marion Pavan presented the staff report on the application for a PUD rezoning and development plan <br />approval to construct and operate a private school for approximately 400 students (grades 1 through <br />8). The property has been designated by both the original Stoneridge Drive Specific Plan and the <br />PUD for Public/Institutional uses. The uses were kept very general, deferring a final decision to <br />whenever a proposal came in. <br /> <br />The project would consist of four buildings, phased in over three phases. Phase III would be <br />completed in 2003. Point of access is being considered off of Stone Pointe Way. The original PUD <br />permitted access from Stone Point Way as well as right-turn access onto Stoneridge. <br /> <br />There has been considerable public input on this project. There were two meetings (one by the City <br />and one by ED). The summary of the public comments is: 400 students are too many students for <br />this site and location, access off Stone Point Way is dangerous and should be off Stoneridge Drive; <br />neighborhood children walking to the Mohr A venue school will have to walk across the proposed <br />~ driveway; ED school children will be able to loiter in the neighborhood. <br /> <br />Planning Commission Minutes <br /> <br />Page 16 <br /> <br />January 22, 1997 <br />
