with the public hearing. Commissioner Cooper takes exception to the comments that this project is
being rammed down the throats of the residents.

~

Ernie Bridges, 3764 Mohr Avenue, wants the intent of their petition be part of the record--they do
not support Plans 1 and 3 and do support Plan 4. He stated no one wants to develop this property
except Ponderosa. Petitions should be rewritten to state what they are against, not what they are for.
Mr. Bridges feels Plan 4 has workable solutions and would like staff to reevaluate it with a mind to
find a solution. Principles of Plan 4 maintain finite traffic flow and preserve the character of existing
neighborhoods. This is not accomplished in either Plan 1 or 3. Further improvements include turn
restrictions during peak hours on Kolin and Mohr, and opening the entire length of Busch and EI
Charro would help the traffic flow. Mr. Bridges feels the gross inadequacies of the traffic report
have been shown. He stated traffic calming devices are devices used when there is poor planning.
He feels neo-traditional planning should not be used for in-fill developments--there are no adjacent
neo-traditional neighborhoods. Mr. Bridges wants to go back to the drawing board on Plan 4 or
some new plan.

Laurie Kling, 1535 Kolin, commented only six homes face Kolin, but the remaining homes are being
impacted through their bedrooms, etc. Her father is the crossing guard at Kolin and cited numerous
examples of safety issues for him and the school children. This development will put much more
traffic on Valley which is a safety concern for our children. Ms. Kling advised that half the traffic
flow at the intersection of Kolin and Valley goes left onto Valley and the other half goes right onto
Valley.

Michael Golden, 3693 Mohr Avenue, understands the traffic problems for residents on Kolin. Turn
restrictions will help in this regard. There seems to be strong adversity to cul-de-sacing Laurel
Meadows. Why are we putting a gridded street neighborhood in an in-fill area that is surrounded
by cul-de-sac neighborhoods? The traffic should be distributed according to the capacity of the
surrounding streets.

Diane Dains, 4082 Rennellwood Way, is opposed to the development. She doesn't feel that the
residents need to "share the pain" of the traffic, and major concerns have been expressed during this
meeting and the December meeting. She is concerned that the schools are already overcrowded.
She does not want more traffic added to Kolin, and does not want the neighborhoods pitted against
each other over this development.

Marilyn Wallace, 1707 Equestrian Drive, commented the TKJM traffic report alluded to the
"undesirability of non-connecting neighborhoods." Ms. Wallace commented that this development
is being put in the middle of existing neighborhoods. Using Plan 4, the cul-de-sacs facing Mohr
would become part of the Mohr/Martin neighborhood and the same with the extension of Kamp
Drive. Another comment was "the quality of life is better when striving for sameness." Ms.
Wallace believes the quality of life is enriched with variation in life experiences. Mohr/Martin is
definitely rural. It is wrong to move forward without giving consideration to the characters of the
surrounding neighborhoods. Creativity and compromise is what is needed to move this project
forward.

William McFarlane, 1606 Martin Avenue, opposes Plan 1 and advised he is not a member of a
special interest group. He feels it is wrong that staff makes a recommendation on Plan 1 after a

Planning Commission Minutes

Page 12

January 22, 1997
