<br />stated the City elected slow and no growth representatives. This development only adds to the <br />traffic on 1-580/680. Mr. Buecker opposes Plan 4 because it seems to segregate the areas by income. <br />It does not address the concerns of the entire area, only those in Mr. Wiemken's neighborhood. The <br />lots do not equally distribute the traffic. Mr. Buecker cited other streets that have lost their rural <br />character to City development. With the minimal increase in traffic with Plan 1, Mr. Buecker urged <br />the Planning Commission and City Council to approve Plan 1. <br /> <br />Skylar Cohen, 1602 Martin Avenue, urged continued consideration of Plan 4. She feels staff's <br />objections to Plan 4 can be mitigated. Staff's objections deal with the neo-traditional design <br />elements; Mr. Weimken is not a professional designer. There is no definition in the General Plan <br />for a traditional neighborhood. Ms. Cohen feels Plan 1 only incorporates 4 of 13 elements of <br />traditional design. Regarding the issue of cut-through traffic, she questions TIOM's assigning 350 <br />of the 600 cut-through trips on Kolin to trips to Alisal school. Ms. Cohen believes people use Kolin <br />as a cut -through to Valley to go east. She believes the study should be redone to count how many <br />cut-through trips go east or west. She also believes that the 600 cut-through trips on Kolin could <br />easily be diverted to MartinlMohr/Kamp and through Laurel Meadows. This would probably put <br />these streets over the 3,000 maximum trips per day. <br /> <br />Peter Cohen, 1602 Martin Avenue, requested clarification of Condition 52, and whether this applied <br />to homeowners on Mohr or Martin Avenues. He feels there is no justification to charge these <br />residents for a storm drain. Their concerns on traffic are being ignored, and this volume of traffic <br />is unacceptable. It is not proper planning to route Medium and High Density traffic through a Low <br />Density neighborhood. Mr. Cohen believes the increase in traffic does not comply with the General <br />Plan's directive to maintain the character of existing neighborhoods. Of their petition with 309 <br />signatures, 95% of the signatures oppose Plans 1 and 3 and approve of Plan 4. Mr. Cohen <br />disagrees with the TKJM trip figures and presented a vugraph that indicated 400 trips were missing <br />from the data. There are more cars going north on Kamp than the study accounts for, and this goes <br />over the 3,000 maximum ADT. Mr. Cohen closed by requesting the process to work, let Ponderosa <br />and Mr. Weimken work together on the plans and not push something unwanted onto the residents. <br /> <br />Carole Varela, 3858 Mohr Avenue, wanted to correct comments from the December 11th meeting. <br />She feels the project has too many High Density units that would affect the surrounding property <br />values. She is also interested in neighborhood calming measures. At the last meeting, the majority <br />of the Commissioners asked staff to proceed with Plan 1; doesn't the fact that letters and petitions <br />show staff that the neighborhoods are angry at the process that is taking place. The City is pushing <br />the traffic that will affect 1300 residences. The City should not approve this project until they can <br />satisfy citizens they can development roadways that will accommodate new development. EI Charro <br />would help in easing the traffic in the neighborhoods. Ms. Varela wants a study done on hazardous <br />materials on the property. The study from November 1994 is not current enough, and the areas <br />tested are nowhere near the areas of concern (Mohr Avenue's east portion of the property. She <br />wants this investigated further. She also feels that the City should deal with water issues in the <br />Valley before going forward with the Laurel Meadows development. The current residents are the <br />City's first priority. <br /> <br />Chair Barker feels Ms. Varela has some valid concerns. She motioned to delay the project, feeling <br />it is being processed too quickly. Staff stated the public hearing is still open and it would be <br />inappropriate to cut off public testimony.
