<br />"cursory" review of Plan 4. Mr. McFarlane feels that Plan 4 is a credible plan and deserves some <br />time and attention from both staff and Ponderosa Homes. This plan may bring a reasonable solution <br />~ to everyone's concerns. The traffic speed issue was brought forward by staff, but he feels the major <br />issue is traffic volume. The alternatives to be put in by Ponderosa create a "smoke-screen" to the <br />real issue -- the traffic flow. He feels this project should be postponed to explore further solutions <br />in this emotional project. <br /> <br />Chair Barker commented that staff was directed by the Planning Commission to move forward with <br />Plan 1 only at the last meeting. <br /> <br />Bill O'Hare, 4261 Mainnont Drive, supports the opinion that there is a traffic flow problem within <br />the Ponderosa development as well as the overall eastbound traffic in Pleasanton. There must be <br />more outlets than just Valley and Stanley. Until this is fully addressed, it is premature to move <br />forward with this development. <br /> <br />Tom Kirtley, 1569 Orloff Drive, stated there are kids walking down Kolln to get to three different <br />schools, and it is the Commission's job to see that they can get to school safely. <br /> <br />Sherryl Dennis, 3768 Nichole Avenue, agrees that this project should be put off until more eastbound <br />thoroughfares are developed (Stoneridge Drive, Busch to El Charro). She does not agree that the <br />360 unit development will only generate 137 students. She feels the number of children should be <br />doubled. Please take more time to work with the people who have to live with the added traffic. <br /> <br />Janice Clark, 4150 Garatti Court, is a history teacher in Pleasanton, and she teaches the development <br />and planning of ancient cities. She sympathizes with the people in the Courtney area with their <br />neighborhood's character changing with the new development. Can we look at this development in <br />a different location? <br /> <br />Jerry Jennaro, 3727 Mohr Avenue, has a major concern that with the opening of Mohr Avenue <br />school there are six or eight blocks on Martin that have no sidewalks so the children will be forced <br />to walk in the street. This is a safety issue. Another issue that is happening and will get worse with <br />added traffic is the dumping of garbage on his property and adjacent properties. <br /> <br />Applicant rebuttal by Nate Meeks: Appreciates all resident input received and that people do care <br />about what is happening in their neighborhood. From Ponderosa's perspective, working within <br />staff' 's guidelines, there are no compelling reasons to revise it and Plan 1 should move forward. <br />Mr. Meeks also wants the residential overlay held in reserve for the OSC expansion to be included <br />in PUD consideration. The tennination of Mohr Avenue will show on the tentative map that it will <br />be abandoned. The property north and south of the centerline reverts back to the adjoining property <br />owners. In-fill projects increase neighborhood input. Ponderosa has spent a considerable time with <br />neighborhood meetings and the General Plan Steering Committee. They do not believe they are <br />ramming this project down anyone's throat. In fact, this project is moving rather slowly. The <br />applicants will mitigate school impacts by paying school impact fee, 3-4 times higher than the State <br />statutory rate.
