An alternative process would start by using the existing roadway network and conditions as the <br />base. Starting with existing conditions as a base may be more understandable from the <br />residents' perspective. The residents are familiar with the existing roadway system and <br />understand when a particular intersections is described with a certain Level of Service. <br />Approved projects would then be added to the traffic analysis to show how the existing <br />circulation system would handle that additional traffic. (This information has already been <br />provided in the 2003 Traffic Baseline Report.) <br /> <br />The next step in the process would be the addition of street widenings and roadway extensions <br />either as shown on the existing General Plan, or as directed by the City Council and Planning <br />Commission. <br /> <br />The remainder of this process would explore land use and policy changes, as outlined under <br />Option A.. <br /> <br />REMAINING STEPS UNDER EITHER OPTION A OR OPTION B <br /> <br />Step 2 - Initial Cumulative Model Runs <br /> <br />This step involves a number of full model runs including Level of Service analysis. This step <br />(and Step 3) are essentially the same under either option, except that under Option B, the order <br />of the following tasks would be changed to start with existing conditions.
