because CEQA requires that the projected impacts of the proposed General Plan alternatives be <br />compared to the impacts under the 1996 General Plan, beginning the process by making <br />changes to the 1996 General Plan street network assumptions seemed to staff as a logical way to <br />proceed. <br /> <br />Following exploration of changing the street network, staff plans to explore land use changes <br />and their effects on traffic, using the traffic model: <br /> <br /> - existing plus approved land uses compared to 1996 General Plan land uses; <br /> <br /> - potential land use changes on certain sites previously discussed by the Planning <br /> Commission and/or City Council, such as Staples Ranch and Hacienda Business Park; <br /> and, <br /> <br /> - a range of land use options for the East Side. <br /> <br />In analyzing the above, information concerning the following questions would become <br />available: <br /> <br /> · What was the change in traffic and its distribution? <br /> <br /> · Who is using the streets? <br /> <br /> · What is the likely general effect on City streets and intersections? <br /> <br />Next, traffic policies would be considered and the results would be compared to the policies in <br />the 1996 General Plan. The "policy" measures include: <br /> <br /> - gateway metering; <br /> <br /> - encouraging and promoting alternative means of transportation, such as busses and <br /> carpooling; and <br /> <br /> - an acceptable Level of Service policy. <br /> <br />Again, these will be looked at to see how traffic is likely to react, where traffic goes, who is <br />affected, and what the likely effect would be for the street network. <br /> <br />OPTION B <br /> <br />Step 1 - Exploration of Elements Affecting Traffic <br /> <br />SR 05:034 <br />Page 3 <br /> <br /> <br />
