17.800 Ktnes~ Quar.ries and. Gravel Pits. A zoning permit shall be <br />required for extractions from the earth o~ rock, stone, gravel, sand <br />soil, minerals, or building materials in any district, except as follows: <br /> <br /> 1. Excavations for a building permit. <br /> <br /> 2. Crading of land for a pex~nitted use where no bank is <br />created more than 10 feet in vertical height, or no more than 1,000 cubic <br />yards of earth is removed from the premises. <br /> <br /> 3. Quarries existing and operating on the effective date of <br />this Ordinance may continue for one year, after which they shall not operate <br />without a zoning permit. <br /> <br /> 17.801 The City Engineer shall make inspections he deems necessary <br />or required by the Planning Conm~ssion to enforce the conditions of the use <br />permit. The cost of inspection services shall be paid for by any applicant <br />for said permit. <br /> <br /> 17.802 The conditions for a use permit for excavation may include <br />insurance against liability arising from operations incident thereto; <br />completing the work, cleaning up and planting under approved plans; limitin~ <br />the area of work or operation; designating the slope of the excavation and <br />the grade of fill slopes; provision for controlling dust; hours of operation; <br />traffic regulations in and around said operation; fences of exterior <br />boundaries; posting bond to assure compliance with the use permit; re- <br />connnendations by the City Engineer based upon standard engineering practices; <br />and any other conditions deemed necessary by the Planning Connnission. <br /> <br /> 17.900 Essential Utility Services Permitted in Any District. <br />The erection, construction, alteration, or m~intenance by public utilities <br />or governmental agencies of underground or overhead gas, electrical, steam, <br />or water transmission or distribution systems, collection, connnunication, <br />supply or disposal systems, including poles, wires, mains, drains, sewers, <br />pipes, conduits, cables, fire alarm boxes, police call boxes, traffic <br />signals, hydrants, and other similar equipment reasonably necessary for the <br />furnishing of service but not including buildings, shall be permitted in <br />or on the public streets in all districts. All other such utilities shall <br />be submitted to and approved by the Planning Connnission prior to the ac- <br />quisition of right-o£-~my or property thereof. Facilities from a public <br />street or an existing right-o~-way across private property ~or direct <br />service to consumers shall not require approval. <br /> <br /> 37 <br /> <br /> <br />
