<br />Wireless Telecommunications Facilities Policy (City of Pleasanton) page 5 / 37 <br />(r) “personal wireless service facilities” means the same as defined in 47 U.S.C. § <br />332(c)(7)(C)(ii). <br /> <br />(s) “personal wireless services” means the same as defined in 47 U.S.C. § <br />332(c)(7)(C)(i). <br /> <br />(t) “persons entitled to notice” means (1) all real property owners; and (2) all <br />occupants of each physical address for all properties, each within 300 feet of the <br />exterior boundaries of the proposed wireless facility. Mailed notice will be deemed <br />given to real property owners when sent to the address listed on the most recent <br />equalized assessment roll. Mailed notice will be deemed given to all occupants <br />when sent to the real property’s physical address. <br /> <br />(u) “public right-of-way” or “public rights-of-way” means land or an interest in land <br />which by deed, conveyance, agreement, easement, dedication, usage or process <br />of law is reserved for or dedicated to or open to the use by the general public for <br />road or highway purposes. The term does not include private or public utility <br />easements unless such easement is reserved for or dedicated to or open to the <br />use by the general public for road or highway purposes. <br /> <br />(v) “RF” means radio frequency. <br /> <br />(w) “Section 6409” means Section 6409(a) of the Middle Class Tax Relief and Job <br />Creation Act of 2012, Pub. L. No. 112 -96, 126 Stat. 156, codified as 47 U.S.C. § <br />1455(a). <br /> <br />(x) “shot clock” means the presumptively reasonable time defined by the FCC , or <br />time specified under state law, if applicable, in which a state or local government <br />must act on an application or request for authorization to place, construct or modify <br />personal wireless service facilities. <br /> <br />(y) “small wireless facility” means the same as defined by the FCC in 47 C.F.R. § <br />1.6002(l). <br /> <br />(z) “stealth” means concealment elements, measures and techniques to: (1) <br />architecturally integrate a wireless facility into the underlying support structure or <br />building (e.g. with the use of existing or new parapet walls, cupolas, steeples, <br />chimneys, etc.) and consistent with the style, proportion and construction quality <br />of the underlying support structure or building); or (2) mimic or blend with the <br />surrounding built or natural environment and adjacent uses (e.g., faux trees, faux <br />water towers, etc.), and which completely screens transmission equipment from <br />public view.
