A <br />membership roster is included as Attachment A. <br /> <br />The project was initiated by local residents concerned about both the long-term viability of these <br />two projects and the ability to improve the standard of living of tenants at the developments. In <br />addition, there was an interest in determining whether additional affordable units could be added <br />to the Kottinger site. The initial project focus was to identify solutions to long-term needs of <br />these projects that include significant maintenance/upgrade requirements, energy and <br />accessibility improvements, long-term financial stability (particularly for Kottinger Place) and <br />senior oriented social and unit amenities. As the project has evolved, it has become increasingly <br />clear that exploring a new development may be the best chance for addressing issues. To that <br />end, the Task Force is seeking Council direction to continue exploring project issues with <br />emphasis on a creating a new development. <br /> <br />Task Force Activity <br /> <br />Since the formation of the Task Force, it has held five public meetings to discuss the project. At <br />its meeting November 22, the Task Force indicated it had reviewed enough information to <br />determine there is potential for pursuing a new development to replace Kottinger Place and <br />potentially Pleasanton Gardens. As a result, based on staff's interest to keep the Council <br />informed on this matter, this report provides an outline of the Task Force's past work and future <br />plans. <br /> <br />The Task Force's work to date has centered around four specific tasks including: <br /> <br />1. A summary of the physical layout and condition of both Kottinger Place and Pleasanton <br /> Gardens to discuss opportunities for renovation. <br /> <br />2. Establishment of project goals. <br /> <br />3. Review of major issues related to redevelopment and new construction. <br /> <br />4. Development of a draft preliminary project proforma. <br /> <br />Regarding task number one, the Task Force determined that while both developments continue <br />to be well maintained, they are both out of compliance with current standards for accessibility, <br />energy and features such as heating, air conditioning, fixtures and basic amenities. Further, due <br />to their age, both projects face the potential for significant long-term maintenance needs. While <br />the developments continue to meet the needs of their residents, there is a general understanding <br />that the units are nearing the end of their useful life and that significant renovation will be <br />necessary in the near future. However, due to the design and construction of the developments, <br />providing these types of upgrades is in most cases impractical.
