ED&W INC WORK PROGRAM <br />TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />well as, of how land use and urban design <br />measures affect use of alternative modes. <br />Fundamental to the success of transit supportive <br />development is convenient and efficient access to <br />transit, and ensuring an effective overall <br />transportation network. <br /> <br />Fehr & Peers and EDAW have collaborated on <br />numerous assignments ranging from fine-grained <br />downtown plans, to complex, multi-modal transit <br />station design projects. <br /> <br />Glen Pad4 BART Community Plan, SF <br /> <br />Ellen Greenberg, AICP, is a noted leader in the <br />understanding of the complex relationship between <br />transportation and land use. In addition to a <br />having extensive background in research and <br />policy development, she brings expertise in plan <br />implementation, representing both the public and <br />private sector. <br /> <br />Ms. Greenberg's role will focus on establishing <br />realistic transportation performance objectives <br />relating to both on- and off-site conditions that may <br />be incorporated into the Specific Plan and the City's <br />General Plan, and formulation by the Specific Plan <br />team of a set of specific plan alternatives that <br />illustrate a range of choices that promote <br />transportation performance objectives. <br /> <br />PROJECT TEAM & MANAGEMENT <br />WORKING RELATIONSHIPS <br /> <br />We understand that there will be a Project Team <br />comprised of staff from both the East bay <br />Community Foundation and Hacienda. Our <br />methodology proposes regular interaction between <br />the Consultant Team and the Project Team, <br />including a mobilization meeting, and regular <br /> <br />contact. Our communications with others is <br />described later in this proposal. <br /> <br />Typically, we project that the consultant and <br />relevant team members should anticipate attending <br />several meetings and hearings before appointed <br />and elected officials, consisting of up to two <br />heax:mgs each before the Planning Commission (2) <br />and the City Council (2). <br /> <br />We envision working in partnership with the <br />Project Team at all stages of the project within a <br />joint client-consultant 'Project Management Team'. <br />We see this joint approach as vitally important in <br />meeting the aspirations of the Core Planning Area <br />Team and other key stakeholders. To ensure clarity <br />of tasks and to provide a focused, accessible point <br />of contact for the Project Management Team, <br />EDAW will be the principal consultant, responsible <br />for overall project management and the <br />coordination and management of subconsultants. <br /> <br />WORK SCOPE <br /> <br />In general terms, we propose three work stages for <br />this project, which are summarized below and are <br />described in detail, task by task in the remainder of <br />this section. <br /> <br />Stage 1: Consultant Teem 'Immersion' <br />Research and Analysis - comp~isin§ au <br />intensive period of 'team familiarization' <br />and information review where the <br />Consultant Team will establish a common <br />understanding with the Project Team and <br />Core Planning Area Team of the key issues <br />to be addressed through the planning <br />process. This period will include <br />completion of the Background Report and <br />two workshops. <br /> <br />Stage 2: Evolution of Ideas - during this <br />stage we will undertake a Collaborative <br />Design process where we will work closely <br />with the Project Team and Core Planning <br />Area Team to develop, explore, test <br />options, and ultimately choose a preferred <br />development alternative for the Plan Area. <br /> <br /> <br />
