EDAW IN¢ WORK PROGRAM <br />TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />Stage 3: Production of Final Plan <br />Documentation - this stage involves <br />incorporating feedback from decision <br />makers and preparing the Transit Oriented <br />Specific Plan. <br /> <br />STAGE ONE - TEAM 'IMMERSION' <br /> <br />It will be important to establish a common <br />understanding of the scope of the Plan with the <br />Project Team at the outset, agree on working <br />arrangements, review previous efforts and <br />determine how previous work should be taken <br />forward in relation to this project. We will also <br />determine communication protocols between <br />various team members. <br /> <br />We will have meetings at critical times with key <br />City staff, transit representatives, key property <br />owners, and others. Meetings with this group will <br />occur throughout the planning process to ensure <br />continuity, understanding, and project support. <br /> <br />TASK I - MOBILIZATION MEETING <br /> <br />Our first meeting with the Project Team will <br />confirm the project objectives and the general <br />methodology proposed. We will refine and agree <br />on the proposed work program, and define the <br />nature of communications and day-to-day project <br />management. We will ask the Project Team to <br />discuss the vision and requirements for the final <br />products, and any time constraints or milestones. <br /> <br />We will also use this opportunity to have a "walk <br />around" site visit with the Project Team. During <br />this visit we will be able to discuss first hand the <br />views and aspirations for Hacienda, and to discuss <br />in detail the technical issues that constrain the site. <br /> <br />TASK 2 - BASELINE RESEARCH <br /> <br />2. A. Data Collection / Base Map Preparation <br /> <br />All Consultant Team members will participate in a <br />data gathering effort to assemble existing <br />documents and maps relevant to the study area. <br />Documents to be collected include the new General <br /> <br />Plan, development standards, PUD, zoning <br />information, parcel data, and other materials. <br /> <br />Consultant Team members will study existing <br />information, and will assess the information in <br />terms of use, age, accuracy, conflicts or <br />contradictions and data gaps. We will identify any <br />additional site investigations and data required. <br /> <br />The Consultant Team prepare a base map of the <br />Plan Area and Core Planning Area at the <br />appropriate scale depicting the entire Plan Area on <br />a single sheet, with the ability to enlarge key zones <br />and nodes for more in-depth analysis. We will use <br />the Project Team's data sources and combine that <br />with aerial photography in order to gain a complete <br />picture of the area and its environs. The data will <br />be available from the Project Team in AutoCad 2000 <br />or GIS format. <br /> <br />Milpitas BART/VTA Station Area <br /> <br />2. B. Preliminary Goal Setting <br /> <br />EDAW will lead a workshop with the Project Teem <br />and Core Planning Area Team to establish <br />preliminary planning goais. At this point in the <br />process, we will refine our general understanding <br />of goals for this Plan. <br /> <br />We will discuss two broad topics. First the <br />Consultant Team will work to ensure that each <br />team member understands the overarching goals of <br />this project, in terms of implementation, property <br />owner's vision and the City's General Plan Update <br />process and timing.
