EDAW IN¢ WORK PROGRAM
TRANSIT-ORIENTED SPECIFIC PLAN
FOR THE HACIENDA BUSINESS PARK

Stage 3: Production of Final Plan
Documentation - this stage involves
incorporating feedback from decision
makers and preparing the Transit Oriented
Specific Plan.

STAGE ONE - TEAM 'IMMERSION'

It will be important to establish a common
understanding of the scope of the Plan with the
Project Team at the outset, agree on working
arrangements, review previous efforts and
determine how previous work should be taken
forward in relation to this project. We will also
determine communication protocols between
various team members.

We will have meetings at critical times with key
City staff, transit representatives, key property
owners, and others. Meetings with this group will
occur throughout the planning process to ensure
continuity, understanding, and project support.

TASK I - MOBILIZATION MEETING

Our first meeting with the Project Team will
confirm the project objectives and the general
methodology proposed. We will refine and agree
on the proposed work program, and define the
nature of communications and day-to-day project
management. We will ask the Project Team to
discuss the vision and requirements for the final
products, and any time constraints or milestones.

We will also use this opportunity to have a "walk
around" site visit with the Project Team. During
this visit we will be able to discuss first hand the
views and aspirations for Hacienda, and to discuss
in detail the technical issues that constrain the site.

TASK 2 - BASELINE RESEARCH

2. A. Data Collection / Base Map Preparation

All Consultant Team members will participate in a
data gathering effort to assemble existing
documents and maps relevant to the study area.
Documents to be collected include the new General

Plan, development standards, PUD, zoning
information, parcel data, and other materials.

Consultant Team members will study existing
information, and will assess the information in
terms of use, age, accuracy, conflicts or
contradictions and data gaps. We will identify any
additional site investigations and data required.

The Consultant Team prepare a base map of the
Plan Area and Core Planning Area at the
appropriate scale depicting the entire Plan Area on
a single sheet, with the ability to enlarge key zones
and nodes for more in-depth analysis. We will use
the Project Team's data sources and combine that
with aerial photography in order to gain a complete
picture of the area and its environs. The data will
be available from the Project Team in AutoCad 2000
or GIS format.

Milpitas BART/VTA Station Area

2. B. Preliminary Goal Setting

EDAW will lead a workshop with the Project Teem
and Core Planning Area Team to establish
preliminary planning goais. At this point in the
process, we will refine our general understanding
of goals for this Plan.

We will discuss two broad topics. First the
Consultant Team will work to ensure that each
team member understands the overarching goals of
this project, in terms of implementation, property
owner's vision and the City's General Plan Update
process and timing. Second, the Consultant Team
